지진재난지역에 대한 선교

국문 초록

21세기에 들어와 지구촌 곳곳에 지진, 쓰나미, 태풍, 토네이도, 대홍수 등으로 인한 대재난들이 점증하고 있다. 그리스도인들은 그런 재난을 하나님의 선교를 실천하는 기회로 삼아야 한다. 그러나 이에 대한 교회적 관심은 부족하며 관련 연구도 거의 전무하다시피 하므로 연구자는 본 연구의 필요성을 절감하였다. 연구자는 여러 가지 재난들 가운데 지진에 대하여 초점을 맞추었고, 네팔 대지진 1년을 맞아 지진의 발생원인과 피해상황, 지진피해자들의 고통, NGO단체들과 선교사들의 노력을 리서치하고 선교신학적 입장과 선교적 실천방안을 종합적으로 제시하였다. 첫째, 지진발생에 대한 지질학적 관점과 신학적 관점을 고찰하였다. 지진은 지구의 지각을 구성하는 판들이 천천히 이동하면서 마찰과 제동 작용을 통해 지진파를 유발시킴으로 발생한다. 뿐만 아니라 그이면에는 만유의 주권자이신 하나님의 섭리가 존재한다. 둘째, 재난지역 주민들의 문제들과 그에 대한 대처방안을 다루었다. 그것은 여진으로 인한 사상자 발생, 산사태로 인한 2차 피해, 불안정한 주거환경, 기초생활용품의 부족, 의료 환경의 부족, 심리적 트라우마, 폭력과 범죄에의 노출, 교육시설의 부재 등이며, 이들에 대한 대처 매뉴얼이 필요하다. 셋째, 선교사들과 NGO단체들의 지진피해 후의 복구노력을 다루었다. 네팔 주재 한국 선교사들은 단일 재난대책기구를 조직하여긴급 구조와 복구를 통하여 지역민들로부터 교회의 신뢰도를 증진시켰다. 넷째, 지진재난지역에 대한 선교 신학적 관점을 토대로 선교적 실천방안을 제시하였다. 지진지역에 대한 선교는 하나님의 선교의 관점에서, 사회적, 심리적 치유를 아우르는 통전적 선교를 실시해야 한다. 선교실천 방안으로는 전 교회적 홍보과 참여확대, 단일 재난대책본부를 설치하고 긴밀하게 협력하며, 한국위기관리재단의 전문적 자문, 현지교회지도자들을 앞세워 토착교회 성장에 기여, 복음전도는 현지문화의 정서를 고려, 항공의료-구호서비스의 참여, 국내교회들은 재난지역 긴급구호와 복구를 위한 상시적 시스템을 준비해야 한다. 본 연구를 위해 지진에 대한 문헌 연구, 피해상황과 피해자들의 고통, 현지 구조-복구활동에 대한 선교적 노력에 대한 사역자들의 인터뷰, 언론 매체의 자료들을 참고하였다.

영문 초록

The 21st century sees the ever increasing disasters throughout the world like earthquakes, tsunamis, tornadoes, or deluges. Christians should think of them as an opportunity to practice God‘s mission. However, these catastrophic disasters draw little concerns from church nor scholars. The present paper focuses on earthquakes, the Great Nepal Earthquake of 2015 in particular. The paper surveys the cause of the earthquake and its damage, the sufferings of the earthquake survivors, and the missionaries’ relief activities, and then presents my mission theological opinion and practice plans. First, the present paper surveys geological causes of earthquakes and discusses from theological viewpoint, divine providence in the earthquakes. Second, the present paper surveys the issues of inhabitants and overcoming Methods: the increasing death by the subsequent after shocks, massive landslides, loss of habitations, shortage of daily necessities, poor medical assistance, psychological trauma, exposure to violence and crimes, and destroyed educational facilities. Third, the present paper surveys the restoration endeavor after the disaster. Korean missionaries organized a single damage relief organization. They cooperated with local leaders and administrators in relief and restoration activities, hence contributed to heightening the reputation of church leaders. Fourth, the present paper presents the opinion of holistic mission theology. God’s mission is holistic. On the opinion, missional action plans: 1) the public relations and participation of churches; 2) missionaries should cooperate under the organization of a single damage management center; 3) the advice of the Korean Crisis Management Service(KCMS); 4) organizing of the people’s self-governing patrol party is necessary for keeping order and preventing crimes; 5) psychological therapy should be performed to heal the trauma of local people and children in particular through the counselling training of local pastors and teachers; 6) the cooperation with the local church leaders; 7) in the case of propagation, they have to consider the local cultural emotion; 8) overseas organizations’ network like the Aviation Mission Society should be operated; 9) the establishment of the Korean church’s year-round system for the emergency relief and restoration; 10) establishing a monitoring system under UN is necessary for preventing government officials from embezzling restoration fund and ensuring transparent financial implementation. For this study, the present paper has done research on literature on earthquakes and the damage and suffering of the victims, had interviews with ministers about the local relief activities, and surveyed the media data regarding the Nepal Earthquake of 2015.
