국문 초록

본 연구는 케이블TV SO의 직사채널의 현황과 방송법상 근거를 점검하고, 직접 사용 채널을 둘러싼 쟁점을 바탕으로 실무자와 연구자를 대상으로 전문가 심층인 터뷰를 통해 직사채널의 활용방안에 대한 분석을 실시하였다. 연구결과 첫째, 실무 자와 연구자들은 직접사용 채널의 개념을 모르거나 혼용하고, 애매모호하게 이해하고 있었다. 이는 방송법 자체가 직접사용 채널을 모호하고 불명확하게 기술하고 있는 점과 관련이 깊은 것으로 나타났다. 둘째, 전국의 케이블TV SO 95개 사업자 가운데 65개 사업자가 직접사용 채널을 편성하지 않고 있는데, 응답자들은 그 이유를 한편으로는 SO사업자의 인력과 재정의 한계, 동시에 다른 한편으로는 직접사용 채널의 운용에 대한 구체적인 가이드라인 부재 등 법령의 미비와 그 운용에 대해 소극적인 정부정책 때문인 것으로 인식하고 있었다. 셋째, 응답자들은 케이블TV가 소수의 거대 MSO 체제로 재편되면서 나타난 지역성 약화와 상업주의 심화의 부작 용을 완화하는 데 직접사용 채널이 긍정적인 역할을 할 수 있도록 관련 법령과 정책을 개선하는 것이 필요하다는 인식에 공감하고 있었다

영문 초록

This study inspected the current status of Cable TV SO s Direct Operating Channel and its grounds for the broadcasting laws, and attempted to analyze the ways to utilize Direct Operating Channel through the expert s in-depth interviews with the hands-on workers and researchers based on the issues regarding Direct Operating Channel. The results of the study are as follows : First, the hands-on workers and researchers don t know or mix the concept of Direct Operating Channel and understand it vaguely. It turns out that this has a lot to do with that the broadcasting law itself describes Direct Operating Channel vaguely and unclearly. Second, more than half of Cable TV SO operators(65 operators) among Cable TV SO operators in the whole country(95 operators) hasn t organized the Direct Operating Channels. The respondents recognize that this is because of the inadequate legislation such as the absence of specific guidelines and the defensive government policies as well as SO operator s personnel and financial limitations. Third, the respondents agree that the broadcasting laws and policies should be improved so that the Direct Operating Channel can play the positive role in minimizing the side effects such as the weakening of regionality and reinforcement of commercialism caused by the cable TV s transferring to the MSO System.
