국문 초록

본 연구에서는 문화예술이 공동체와 지역경제에 미치는 영향을 비판적으로 검토하였다. 먼저 문화예술의 사회·경제적 영향에 대한 관점, 젠트리피케이션에 미치는 영향에 대해 살펴보았다. 문화예술은 지역의 상징성과 매력의 원천이며, 주민의 창의성, 정체성, 소속감 등을 불어넣지만, 대형 문화시설이나 이벤트성 문화행사는 지역에 배태되지 못하고 사회-공간적 불균형의 원인이 되기도 한다. 문화예술은 또한 지역재생의 수단으로 활용되지만, 주민과 예술가들을 구축하는 젠트리피케이션의 문제를 야기하기도 한다. 창조도시의 논의도 도시성장과 일자리 창출을 위한 만병통치약으로 변질되고, 정치인의 구호와 계획가의 로망으로 남게 되었다. 문화예술의 발전이 주민의 참여와 소속감을 바탕으로 한 사회·경제적으로 지속가능한 발전을 추동하기 위해서는, 지역사회에서 먼저 지역역량을 강화하여 문화예술을 창작, 소비하는 선순환구조가 만들어지고(近者悅), 사회·경제적 효과가 나타날 수 있다(遠者來)는 점에서 새로운 방향성이 필요하다

영문 초록

This paper critically assesses the regional socio-economic impacts of art & culture. It firstly deals both with the intrinsic values and instrumental benefits of art & culture, as well as ambivalent characteristics, such as triggering gentrification process. Even though it contributes to regional attractiveness, residents’ creativity, identity, and belongings, cultural facilities and events often lead to gentrification. It is utilized as tools for urban regeneration, however, often expels tenants, artists, and small merchants. The creative city thesis also has been spoiled and prescribed as a panacea for rapid regional industrial and employment growth, only resulted in political slogan and planners’ romanticity. In order to drive socio-economic sustainable regional development based on stakeholders’ active participations, local virtuous circles of creation, distribution, and consumption of art & culture firstly constructed(make happy those who are near), and later economic impacts will follow(those who are far will come, Confucian Analects Book XIII)
