입학사정관제도와 학교교육의 정상화

국문 초록

이 글은 최근에 강조되고 있는 대학 입학사정관제도의 본질과 그것이 함축하고 있는 교육철학적 의미를 검토해보기 위한 것이다. 이를 위하여 세 가지 문제가 검토되었다. 첫째, 입학사정관제도의 유래와 그 도입 배경은 무엇인가? 둘째, 입학사정관제도의 기본 가정과 그것이 함의하는 바는 무엇인가? 셋째, 입학사정관제도의 도입은 학교교육의 정상화에 기여할 것인가? 입학사정관제도는 선발의 공정성 보다는 대학의 자율성을 강조하는 미국 대학교육의 전통에서 생겨났다. 이 제도는 입학사정관에게 광범위한 재량권을 부여하면서, 품성과 지도성 같은 다양한 비학문적 선발기준을 적용하는 것이 특징이다. 정부는 기존 대학입시의 폐해를 극복하고 대학의 자율성과 고교교육의 정상화를 동시에 추구하기 위하여 이 제도의 도입을 서두르고 있으나, 아직은 도입과정에 있는 미완성의 제도이다. 다양한 선발기준의 강조에는 우수한 인재의 개념, 인간의 다양한 능력과 그것을 측정하는 방법에 대한 관점의 변화가 전제되어 있다. 그것은 대학입시에서 경쟁의 공정성, 객관성, 투명성보다는 대학의 전문성, 자율성, 사회적 책임성이 강조됨을 함의한다. 학교교육의 정상화는 입학사정관제도 도입여부보다는 그 운영방식에 달려 있다. 우수한 인재의 의미나 그 인재를 가려내는 선발기준이 학교교육과정과 무관하게 규정되거나 이해된다면, 새 제도는 학교교육에 대한 재앙이 될 것이다.

영문 초록

The purpose of this essay is to examine what the admission officer system is, and the philosophical meaning of adopting the system into Korean educational setting. For this purpose, three questions are answered. First, what is the origin of the system, and what is the background of adopting the system to Korean educational setting? Second, what are the presuppositions and implications of the system? Third, can adoption of the system improve high school education? The admission officer system originated from the tradition of university education in USA which emphasizes autonomy of the universities rather than the fairness of selection. The system allows admission officers a free-hand to select students, and to apply non-academic criteria such as character, leadership, family background etc. The Korean government tries to adopt this system for multiple purposes; to relieve excessive competition in entrance examination, to improve the autonomy of universities, and to recover high school education. The trial is in the beginning yet. Emphasis on ‘the various selection criteria’ presupposes changes in the concepts of ‘excellence’, ‘human abilities’ and changes in the methods of measuring human abilities. It implies that the emphasis of university admission moves from fairness, objectivity, and transparency to professionalism, autonomy and responsibility of universities for society. The recover of high school education depends not on the adoption of a system, but on how it works. If we define the meaning of excellence and criteria of selection without reference to the high school curriculum, the new system turns out to be disastrous for high school education.
