국문 초록

이 연구는 지방교육자치제도를 둘러싼 환경이 변화하고 있다는 점에 주목하여, 2020년 이후 지방교육자치제도의 환경 변화를 정리하고 제도의 쟁점을 탐색하였다. 한국의 지방교육자치는 70년 넘게 일반 지방자치와 분리된 체제로 운영되어 왔으나 통합론과 연계 협력론이 대두되었고, 2014년 의결기관 통합으로 「지방교육자치에 관한 법률」은 교육감에 관한 규정이 대부분이다. 2020년 이후 환경 변화를 사회, 정부, 교육부, 지방교육자치기관, 지역 차원에서 살펴보았고, 특히 2021년 「지방자치법」전부개정과 지방행정체제 개편 움직임 등 지방과 지방자치의 변화 동향에 주목하였다. 이러한 환경의 변화와 교육의 본질을 바탕으로 설정한 지방교육의 지향은 ‘취학 전부터 대학까지 관장하는 지방교육’, ‘지역과 함께 주민이 참여하는 지방교육’이다. 이러한 기준으로 지방교육자치제도의 쟁점을 원리와 지향 설정, 체제와 자치 단위, 제도적 보완사항을 논의하였다. ‘지방교육을 위한 자치’, 즉 지방교육의 발전이 지방교육자치제도의 궁극적인 목표이며, 지역교육생태계 안에서 제도가 효과적, 효율적으로 작동되도록 재정립해야 한다. 이를 바탕으로 중앙과 지방에서 지방교육과 지방교육자치에 관한 본격적인 논의와 참여, 지방교육자치 종합계획 수립과 교육자치 전문연구기관 설립 등 정책 의제를 제안하였다.

영문 초록

This study focuses on the shifting environment surrounding the local educational autonomy system in Korea, providing an overview of the transformations since 2020 and exploring key issues within the system. For over 70 years, Korea's local education autonomy has operated independently from general local autonomy, however, debates on integration as well as linkage and cooperation have recently emerged. With the 2014 integration of deliberative institutions, the Local Educational Autonomy Act primarily regulates superintendents of education mainly. This study examines environmental changes after 2020 across social, government, Ministry of Education, local educational autonomy organizations, and regional levels, paying special attention to the 2021 comprehensive revision of the Local Autonomy Act and movements to reform the local administrative system. Based on changes in the environment and the essence of education, the orientation for local education was established as ‘local education that covers the entire span from preschool to university’ and includes ‘residents' participation in collaboration with the local community’. Using these criteria, the main issues of the local educational autonomy system were discussed in terms of principles and direction, structure and units of autonomy, and necessary institutional supplements. ‘Autonomy for local education,’ that is, the advancement of local education, is the ultimate goal of the local education system, and the system should be redefined to ensure effective and efficient operation within the local educational ecosystem. Based on this, I proposed initiating full-fledged discussions and participation on local education and local educational autonomy at both the central and local levels, as well as putting the issues on the policy agenda by formulating a comprehensive plan for local educational autonomy and establishing a specialized research institute for local educational autonomy system.
