자사고․특목고는 사교육비 경감에 기여하는가?

국문 초록

본 연구는 특목고(과학고, 외고, 국제고) 및 자율형 사립고(자사고)가 일반계 고등학교와 비교하여 사교육비 경감에 기여하는지 여부를 실증적으로 분석하였다. 이를 위해 한국교육종단연구 2주기 자료 중 고등학교 1~3학년 시기의 데이터를 활용하여, 가구소득, 학교만족도, 학급규모 등 학생·가정·학교 요인을 통제한 후 토빗 회귀분석과 경향점수매칭(PSM) 분석을 실시하였다. 기초통계 분석 결과, 자사고·특목고 학생들의 월평균 사교육비는 고등학교 1학년 시기 약 73.6만 원, 고등학교 2학년 시기 86.5만 원, 고등학교 3학년 시기 92.4만원으로, 일반고·자공고·여타고교보다 높게 나타났다. 또한 월평균 가구소득 역시 자사고·특목고가 고등학교 1학년 시기 759만원, 고등학교 2학년 시기 889만원, 고등학교 3학년 시기 828만원으로 다른 고교유형의 가구소득보다 높게 나타나기 때문에 가구소득을 통제한 분석이 필요하다. 가구소득과 학교변수 등을 통제한 토빗회귀분석에서는 고등학교 1학년 시기에 자사고·특목고 학생들이 일반고 학생보다 약 36.8% 적게 지출하였으나, 고등학교 2학년 시기에는 통계적으로 유의한 차이가 없었고, 고등학교 3학년 시기에는 약 60% 더 많이 지출하는 것으로 나타났다. 경향점수매칭 분석에서도 고등학교 3학년 시기에 자사고·특목고 학생들의 사교육비가 통계적으로 유의하게 높게 나타났다. 이러한 분석 결과는 자사고·특목고가 사교육비 경감에 기여하지는 못하는 것을 시사한다.

영문 초록

This study empirically examined whether specialized high schools (science, foreign language, and international high schools) and autonomous private high schools contribute to reducing private education expenditures compared to general high schools. For this purpose, data from grades 10 to 12 in the second wave of the Korean Education Longitudinal Study (KELS) were used, and Tobit regression and propensity score matching (PSM) analyses were conducted controlling for factors related to students and households, and school factors such as household income, school satisfaction, and class size. Descriptive statistical analysis showed that students in specialized and autonomous private high schools spent an average of 736,000 KRW (grade 10), 865,000 KRW (grade 11), and 924,000 KRW (grade 12) per month on private education, which was higher than that of students in general high schools, autonomous public high schools, and other vocational high schools. Their average monthly household income was also higher—7.59 million KRW (grade 10), 8.89 million KRW (grade 11), and 8.28 million KRW (grade 12)—than that of other school types, indicating the need to control for household income in the analysis. When controlling for household income and school variables through Tobit regression, students in specialized and autonomous private high schools spent about 36.8% less than general high school students in grade 10, showed no statistically significant difference in grade 11, and spent about 60% more in grade 12. The PSM analysis also showed that their private education expenditures were significantly higher in grade 12. These results suggest that specialized and autonomous private high schools do not generally contribute to reducing private education expenditures.
