한·중 자율주행차 국가표준의 특징 비교 및 시사점 – 국제표준과의 관계를 중심으로

국문 초록

자율주행 기술이 글로벌 기술 패권 경쟁의 중심으로 부상하면서, 국가 간 표준의 차이는 핵심적인 무역기술장벽(Technical Barriers to Trade, TBT)으로 작용하고 있다. 특히 한국의 최대 교역국인 중국은 정부 주도의 산업 정책을 바탕으로 독자적인 자율주행차 표준 생태계를 구축하여 TBT 리스크를 증대시키고 있다. 본 연구는 국제표준과의 관계를 중심으로 한국산업표준(Korean Industrial Standards, KS)과 중국국가표준(Guobiao standards, GB)의 자율주행차 국가표준 간 정합성을 정량적으로 비교 분석하여, 실효성 있는 정책적 시사점을 도출하는 것을 목적으로 한다. 연구를 위해 양국의 공신력 있는 기관이 발표한 공식 정책 문헌과 데이터를 종합하여, 자율주행차 분야의 핵심 국가표준을 선별하고 분석 데이터셋을 구축하였다. 이를 바탕으로 양국 표준의 기술 분야별 분포, 법적 성격, 그리고 국제표준기구(ISO)의 표준 수용도(완전일치, 수정채택, 자체개발)를 비교·분석하였다. 분석 결과, 양국의 표준화 전략은 극명한 대조를 보였다. 한국은 국제표준 완전일치율이 69.2%에 달하는 ‘개방적 동조화’ 전략으로 글로벌 호환성을 추구하는 반면, 중국은 자체개발 비중이 72.7%에 달하고 완전일치 표준은 전무한 것으로 나타났다. 이러한 극명한 대비는 표준 제정을 국가 혁신 시스템의 핵심 동력으로 삼는 중국의 ‘전략적 자주’ 노선을 명확히 보여주며, 이는 한국을 비롯한 교역 상대국에게 잠재적인 TBT 리스크가 현실화될 수 있음을 시사한다. 따라서 본 연구는 분석 결과에 기반하여 국가 차원의 중국 표준 모니터링 체계 구축, 강점 분야에 대한 국제표준 선도 전략, 한중 표준협력 채널 강화, 국내 표준 정책의 유연성 확보를 정책 제언으로 제시한다.

영문 초록

As automated driving technology emerges at the center of global technological hegemony competition, differences in national standards are acting as critical Technical Barriers to Trade (TBT). In particular, China, Korea’s largest trading partner, has increased TBT risks by building an independent automated vehicle standards ecosystem based on government-led industrial policies. This study aims to derive effective policy implications by quantitatively comparing and analyzing the consistency between Korean Industrial Standards (KS) and China’s Guobiao standards (GB) for automated vehicles, with a focus on their relationship with international standards. For this purpose, official policy documents and data released by authoritative institutions in both countries were collected to construct an analytical dataset of key national standards in the field of automated vehicles. Based on this dataset, the study compared and analyzed the distribution of standards by technical domain, their legal characteristics, and the degree of adoption of International Organization for Standardization (ISO) standards—classified as identical adoption, modified adoption, or self-developed. The results reveal a stark contrast between the two countries’ standardization strategies. Korea pursues global compatibility through an “open harmonization” strategy, with an identical adoption rate of international standards reaching 69.2%. In contrast, China relies heavily on “strategic autonomy,” with 72.7% of its standards being self-developed and none being identical adoptions. This striking difference demonstrates China’s clear orientation toward positioning standardization as a core driver of its national innovation system, and suggests that potential TBT risks may materialize for Korea and other trading partners. Accordingly, this study proposes the following policy recommendations: the establishment of a national-level monitoring system for Chinese standards, the development of international standard leadership strategies in Korea’s areas of strength, the reinforcement of Korea-China standardization cooperation channels, and enhancing the flexibility of domestic standards policy.
