Reconceptualizing Behavioral Support in South Korean Schools: Necessity and Policy Challenges of Positive Behavior Support (PBS) in General Education

국문 초록

In South Korea, the 2023 Seoi Elementary School incident highlighted the growing challenges faced by teachers, including student behavioral problems, emotional exhaustion, and the erosion of teacher authority. In response to these systemic concerns, this conceptual paper explores the necessity and practical challenges of implementing Positive Behavior Support (PBS) in general education settings. PBS provides a preventive and structured framework that identifies the root causes of problem behavior and promotes positive behavioral reinforcement. Drawing on recent national policy developments-such as the Ministry of Education’s “School Resilience Enhancement Project” and the Seoul Metropolitan Office of Education’s mandatory PBS education for parents-this study analyzes the key conditions for effective PBS implementation. These include school-parent collaboration, comprehensive teacher support systems, and ongoing education to shift perceptions of behavioral guidance. Additionally, the paper addresses the cultural and institutional barriers unique to the Korean education system and emphasizes the need for sustained policy commitment and localized adaptation. Ultimately, PBS is presented not merely as a disciplinary tool but as a transformative model for restoring teacher authority and reshaping school culture within South Korean public education.

영문 초록

2023년 서이초등학교 교사의 사망 사건은 학생의 문제 행동, 교사의 정서적 소진, 그리고 교권 약화 문제를 한국 교육계의 핵심 과제로 부각시켰다. 이러한 위기 속에서 본 연구는 일반 교육 현장에 긍정적 행동지원(PBS: Positive Behavior Support) 체계를 도입할 필요성과 그 실행을 둘러싼 제도적․문화적 과제를 개념적으로 고찰한다. PBS는 학생의 문제 행동을 억제하는 전통적 방식에서 벗어나, 행동의 기능적 원인을 분석하고 긍정적 행동을 강화하는 예방 중심의 체계적 접근으로, 미국을 비롯한 여러 국가에서 그 효과가 입증된 바 있다. 한국에서는 최근 교육부의 ‘학교 회복탄력성 강화 사업’과 서울특별시교육청의 학부모 대상 PBS 교육 의무화와 같은 정책 변화가 PBS의 일반교육 도입 가능성을 시사하고 있다. 본 논문은 이러한 정책적 흐름과 함께, PBS가 교사의 권위 회복, 교사-학생 관계 개선, 학부모 협력 증진, 학교 문화의 전환에 어떻게 기여할 수 있는지를 살펴보았다. 또한, PBS의 효과적인 정착을 위해 필요한 제도적 기반 - 전문인력 양성, 교사 연수 체계 구축, 시범학교 운영, 가정-학교 협력 시스템 개발 - 에 대해 논의한다. 특히, 한국 교육 환경 특유의 행정적 위계 구조, 학부모의 징벌적 요구, 교사의 업무 과중 등은 PBS 정착의 걸림돌로 작용할 수 있음을 지적하며, 이에 대한 정책적 대응 방안을 제안한다. 궁극적으로 PBS는 단순한 행동 지도 기제를 넘어, 한국 학교 교육의 구조적 문제를 완화하고 예방 중심의 교육 문화를 확산시키는 핵심 프레임워크로서의 잠재력을 지닌다.
