국문 초록

한국군은 대한민국은 동북아 지역을 둘러싼 강대국 대립, 북한의 대남 도발이라는 두 가지 위협 요인을 중심으로 한미동맹과 자주적 군사력 건설, 가치 기반 국제 협력관계 증진 등을 통해 국가의 안전을 보장해왔으며 여기에 더해 최근에는 과학기술의 발전에 따라 나타나고 있는 새로운 군사력 건설 소요에 대비하고 인구 급감으로 인해 발생하는 문제점을 해소하기 위해 노력하고 있다. 과거 사례를 통해 볼 때 우리 군은 부대 수와 인력 규모를 줄이고 기술로 인력소요를 대체하는 방식의 변화를 통해 현 상황에 대응해 나갈 것으로 예상된다. 그러나 현재의 안보상황이 군사력 건설에 기반이 되었던 2005년도 안보 상황 가정과는 달리 국제적 갈등이 심각해지고, 지역 분쟁도 증가하고 있으며, 북한의 핵무기 위협이 가시화되고 고도화되고 있어 부대 수를 더 줄이거나 인력 수준을 낮추는 정책대안을 마련하는 것은 적절하지 않다. 따라서 향후 우리 군이 병력 감소에 대비하면서도 방위충분성을 보장하기 위해서는 국가의 총량적 역량을 활용하는 기업 중심 민간아웃소싱이 가장 적합한 대안이라는 관점에서 민간아웃소싱의 필요성과 이를 구현하기 위해 선행되어야 할 전환 목표, 전환 기준, 전환 인력의 수와 구성, 법⋅제도 등을 제시하였다.

영문 초록

South Korea has secured national security through the ROK-US alliance, independent military force construction, and promotion of value-based international cooperation, focusing on two threats: great power confrontation surrounding the Northeast Asian region and North Korea’s provocations against the South. In addition, it has recently been working to prepare for new military force construction needs that are emerging due to the advancement of science and technology and to resolve problems arising from the rapid population decline. Based on past cases, it is expected that our military will respond to the current situation by reducing the number of units and personnel and changing the method of replacing personnel needs with technology. However, unlike the security situation forecast in 2005, when the current security situation was the basis for military force construction, international conflicts and North Korea’s nuclear weapons threat are intensifying, so it is not appropriate to prepare a policy alternative that further reduces the number of units or lowers the level of personnel. Therefore, in order for our military to prepare for the reduction of personnel while ensuring defense sufficiency in the future, corporate-centered private outsourcing utilizing the country’s total capacity is necessary. From the perspective of the most suitable alternative, the necessity of private outsourcing was presented, and the transition goals and criteria that must be met in order to implement it, the number and composition of transition personnel, laws and systems, etc. were presented.
