국문 초록

이 연구의 목적은 2030년대 중반 이후 예견된 미래 병역자원의 급감 상황에 대비하여 상비병력 최적화 방안을 연구하는 데 있다. 상비병력 규모 판단에는 다양한 영향 요인이 있지만, 이 연구에서는 방위충분성을 전제로 상비병력 최적화 논리와 방법을 제시하였다. 이 연구의 결과는 다음과 같다. 먼저, 기존 군구조 개혁 정책 추진 과정에서 상비병력을 감축한 논리에 관한 사례를 분석하였다. 기존 상비병력 감축 논리는 상비병력 규모를 결정한 후 부대 수를 축소하고 부대구조와 전력구조를 조정하는 하향식 접근방식이었다. 이러한 논리는 군사적 수요를 충분히 고려하지 못하여 위협에 대응할 수 있는 접근방법이었는가에 대해 다양한 논쟁이 있었다. 다음으로, 기존 정책과는 다른 접근방법으로 방위충분성을 전제한 상비병력 최적화 논리와 방법을 제시하였다. 미래 상비병력 규모 판단은 방위충분성을 전제로 적정 전투부대 수를 판단하고, 부대구조 및 전력구조를 최적화한 후 이에 필요한 적정 상비병력 규모를 판단해야 한다는 논리이다. 이 연구는 미래 상비병력 규모 판단을 위해 가용 병역자원의 공급 측면과 방위충분성 수요 측면 간의 균형된 접근 논리를 제시했다는 점에서 정책적 함의가 있다.

영문 초록

The purpose of this study is to study ways to optimize standing forces in preparation for the expected rapid decline in future military service resources after the mid-2030s. There are various influencing factors in determining the size of the standing forces, but this study presents the logic and method for optimizing standing forces based on the premise of defensive sufficiency. The results of this study are as follows. First, I analyzed the case of the logic behind reducing the standing forces in the process of promoting existing military structure reform policy. The existing logic for reducing the standing forces was a top-down approach that involved determining the size of the standing forces, then reducing the number of troops and adjusting the unit structure and force structure. There has been various debates about whether this logic was an adequate approach to responding to threats, as it did not sufficiently take military needs into account. Next, I proposed a logic and method for optimizing standing forces based on defensive sufficiency, which is a different approach from the existing policy. The logic of judging the size of the future standing forces is that the appropriate number of combat units should be determined based on the premise of defensive sufficiency, and the appropriate size of the standing forces should be determined after optimizing the unit structure and force structure. This study has policy implications in that it proposed a balanced approach logic between the supply side of available military service resources and the demand side for defensive sufficiency in order to determine the size of future standing forces.
