교육지원청의 학교 행정업무 지원을 위한 요구분석- 충청남도교육청 사례를 중심으로 -

국문 초록

본 연구는 학교 행정업무 경감과 효율화를 위해 교육지원청의 지원이 필요한 행정업무의 우선순위를 분석하는 데 목적이 있다. 이를 위해 학교 행정업무에 대한 교육지원청의 지원 요구분석 설문지를 자체 개발하여 1,664명을 대상으로 설문지를 발송하였으며, 결측수를 제외한 415명 분석을 실시하였다. 수집한 자료를 데이터 코딩 후 SPSS 통계프로그램을 이용하여 빈도분석과 대응표본 t-검정을 도출하였고, Borich 요구도 공식 및 The Locus for Focus 모델을 활용하여 요구분석을 실시하였다. 연구결과는 모든 단위업무에서 필요도가 수행도보다 높았고, 차이는 통계적으로 유의미한 것으로 확인되었다. 최우선 순위중 행정업무 수준에서 상위를 살펴보면, 교육공무직 등, 신설학교 설립 및 개교 업무, 공유재산의 관리, 물품관리, 보수작업(NEIS) 일체, 인사, 학교환경 위생정화구역 관리, 학교석면관리, 정보화기기 현황 관리로 나타났다. 행정업무의 난이도가 높을수록 지원 요구가 높았다. 본 연구는 학교 행정업무 중 고난도‧전문성이 요구되는 업무일수록 교육지원청 중심의 집중 지원이 필요하고, 교육지원청의 학교지원 기능 강화를 위한 제도적 기반과 조직 재설계가 요구됨을 시사한다.

영문 초록

This study aims to analyze the priority of school administrative tasks requiring support from Local Education Offices (LEOs) to alleviate workload and enhance operational efficiency in schools. A specialized survey instrument was developed to assess the level of support needed for various administrative functions. The survey was distributed to 1,664 educational administrative staff members working in public elementary, middle, and high schools, and responses from 415 participants were analyzed after excluding incomplete entries. The data were coded and analyzed using SPSS, including frequency analysis and paired sample t-tests. Further, Borich Needs Assessment and the Locus for Focus model were applied to identify priority tasks. The results revealed that for all 51 administrative items, the perceived need for support exceeded the current level of support, and the differences were statistically significant. High-priority categories included personnel management of educational support staff, administrative operations related to the establishment of new schools, public property and procurement management, NEIS payroll processing, general HR functions, school environmental safety, asbestos management, and IT equipment maintenance. The findings indicate that the more complex and specialized a task is, the higher the demand for external support. This study suggests that administrative tasks requiring high expertise should be prioritized for concentrated support by LEOs and emphasizes the need for institutional frameworks and organizational restructuring to strengthen the school support functions of local education offices.
