국문 초록

이 연구는 지방교육행정기관의 조직정보 관리 현황과 문제점을 분석하고 조직정보 관리 효율화를 위한 개선 과제를 도출하는 데 목적이 있다. 이를 위해 4개 시·도교육청을 사례로 선정하여 교육청 내부 문서, 2023년 조직분석 자체분석보고서를 분석하고 조직정보 담당자 대상 면담조사를 실시하였다. 주요 연구 결과는 다음과 같다. 첫째, 지방교육행정기관의 조직정보는 조직정보와 인사정보로 크게 구분되며, 일반직, 교육전문직, 교육공무직의 직종에 따라 구분·관리되고 있다. 둘째, 조직정보는 정기적·비정기적으로 수집·관리되며, 조직정보에 비해 인사정보 수집의 제한성이 크며, 담당자의 파일 형태로 비체계적으로 관리되고 있다. 셋째, 조직정보 관리의 주요 문제점으로 체계적, 통합적인 조직정보 관리의 어려움, 조직정보의 질적 한계, 직종별로 분리된 인사정보 관리 등이 제시되었다. 조직정보 관리의 효율화를 위한 개선 과제로 전국적 조직정보관리 시스템 구축 및 분석 툴 마련, 전담 부서 설치, 주기적 업무 분석, 구성원의 인식 및 역량 제고, 조직정보 법령 정비, 교육청 조직 설치 기준 명확화 등이 제시되었다. 분석 결과를 바탕으로 조직정보관리 목표의 명확화, 체계적 조직정보 관리 시스템 구축, 조직정보 관리 역량 및 책무성 강화를 제언하였다.

영문 초록

This study aims to analyze the current state and challenges of organizational information management in Local Offices of Education (hereafter referred to as LOEs) and propose improvements to enhance efficiency. To this end, four LOEs were selected as case studies, with analysis conducted on internal documents and the 2023 organizational self-report, along with interviews with relevant personnel. The key findings of the study are as follows: First, organizational information in LOEs is broadly classified into organizational and personnel data, managed separately by job category. Second, organizational information is collected and managed both regularly and irregularly. However, personnel information is more limited and often managed informally through individual staff files. Third, major challenges include a lack of systematic integration, low data quality, and fragmented personnel information management by job category. To improve organizational information management, the study proposes a nationwide system with analysis tools, a dedicated department, regular work analysis, staff training, and legal revisions. Based on these findings, it recommends clarifying the objectives of organizational information management, establishing a systematic framework, and strengthening employee capabilities and accountability.
