This study aims to explore the development of picture books in England. England has a long history of education and publishing children's picture books. The Industrial Revolution in 18th Century marked the development of technology and transport which would deliver the birth of a mass culture in children's book publishing. In this paper, three periods of development are described: the birth of picture books (from the Middle Ages to the 17th Century), the development of picture books (the 18th and 19th Centuries), and picture books of today and tomorrow (the 20th Century and onward). Research focus has been on the socio-educational background, publishers, publishing technology, writers and picture books in each period. The characteristics of the development of picture books in England are summarized below. Firstly, the history of picture books in England reflected the world history of picture books. Prior to the Industrial Revolution, European books, mainly French and German books, were imported into England. These were not for children exclusively. 『Orbis Sensualium Pictus』 and 『A Collection of Mother Goose』 were examples. During the 16th century the first British picture book was 『The Illustrated Alphabet』for learning spelling. Picture books changed with the development of publishing technology and the concepts surrounding children's books. Pamphlet style chapbooks which had wood-cut pictures opened the development of mass reading culture. Secondly, the British publishing business developed a model of the world book distribution. For example, there were more than ten versions of 『Alice in Wonderland』published in England and America when the patent expired in 1903. Today, the same copies of certain baby's books are sold in England, Australia, New Zealand and Canada at the same time. A global business system had been introduced into the publishing business. Thirdly, many outstanding women writers and illustrators have worked in children's book publishing. There were several self-made successful women writers: Mrs. Barbauld, and Lady Fen in 18th Century, or Kate Greenaway and Beatrix Potter in the 20 Century. In addition, women librarians and publishers worked with great ambition. Fourthly, art and design schools established in the 19th Century have become a birth place for great children's picture book illustrators of the 20th Century. Contemporary leading illustrators such as Shirley Hughes, Quentin Blake, Raymond Briggs, John Birmingham, Micheal Foreman, Posy Simmons, Patrick Benson, Stephan Biesty, Lauren Child, and Sara Fenelli have studied and worked in schools related to art and design. They deal with broad themes of death, war, sex, and jealousy. Various styles and view points deliver creative picture books into the world book market. The educational investment in art and design on a governmental level yields universal success a century later. Lastly, children's picture books are an educational medium as well as toys in the 20th Century. Successful picture book characters become the heros and heroins of radio, TV, and film. Audio tapes or e-books are made with the same stories. The influence of a picture book is thus not limited to the child's literacy, but expands to his or her everyday life.
