국문 초록

The purpose of this study is to provide insights for the effective policy formulation and implementation of minority preferential policies (mark adding policy) in China by conducting a comparative analysis of minority preferential admission policies in colleges in the United States and China. The analysis was based on three criteri a: differences in policy content, differences in outcomes, and reasons for policy adjustments. The results showed that while the U.S. emphasizes diversity and has policies led by social groups, China emphasizes the integration of multiculturalism with the government leading the policies. Additionally, in the U.S., policies are adjusted through referendums, whereas in China, the government directly adjusts them. The U.S. considers cultural differences and the separation of powers when revising policies, whereas China lacks public participation and a management system for addressing the unreasonable content of policies. Based on these findings, implications for China's mark adding policy were presented.
