COVID-19 전후 ‘노인학대’ 언론기사 분석을 통한 정책 제안 -빅데이터 기반의 ‘노인학대’ 언론기사를 중심으로-

국문 초록

고령화율 20%를 바라보는 현 시점에서 노인학대 현황을 파악하는 것도 중요하지만 노인학대에 대한 사회적 인식을 파악하는 것은 노인학대 대응정책이나 제도를 마련하 는데 있어서 매우 중요하다. 본 연구는 2000년 이후 ‘노인학대’에 대한 언론기사를 분 석함으로써 최근 20여년 간의 노인학대에 대한 사회적 이슈를 파악하는 한편 COVID-19 전, 후 ‘노인학대’에 대한 언론기사의 흐름을 비교분석하여 향후 노인학대 대응을 위한 정책 및 제도 마련에 대한 기본적인 방향성을 제시하는 것을 목적으로 한 다. 본 연구는 우리나라 최대 규모의 기사 DB에 빅데이터 분석기술을 접목해 만든 빅 카인즈를 활용하여 11개 전국 일간지와 8개 전국 경제지를 대상으로 2000년~2022년 사이의 기사 중 ‘노인학대’를 검색한 기사 1,162건을 분석에 활용하였다. 수집된 자료 는 빅카인즈에서 제공하는 분석시스템을 활용하여 2000~2022년의 ‘노인학대’ 관련 기 사들의 관계도 분석, 키워드 트렌드 분석, 연관어 분석을 실시하였고, COVID-19전후 각 3년 간의 ‘노인학대’ 관련 기사들의 관계도, 키워드 트렌드, 연관어 분석 결과를 비 교하였다. 2000~2022년 간의 ‘노인학대’ 관련 뉴스는 2000년 이후 꾸준히 증가세를 보였으나 2016년까지는 노인학대실태조사 결과가 처음으로 발표된 2010년과 관련법 개정이 있었던 2016년을 제외하고 평균 기사 수인 50건을 하회하였다. 하지만 코로나 19가 심화된 2020년 말부터 2021년, 2022년에 노인학대 관련 기사수가 증가한 것을 확인할 수 있었다. 이를 통해 노인학대의 심각성에 대한 사회적 공감이 높아지고 있음 을 알 수 있었으며 COVID-19가 노인학대를 심화시켰음을 확인하였다. 노인학대의 심 각성에 대한 사회적 공감이 높아지고 있는 것은 사실이지만 지속적이라기 보다는 사건 이 발생할 때 기사의 양이 많아졌었다. 따라서 노인학대 예방에 대한 지속적 관심과 학대를 예방하고 근절하기 위한 다양한 정책과 서비스가 필요하며 COVID-19가 노인 학대를 심화시켰음을 볼 때 감염병 재난에서도 취약한 노인계층이 고립되어 노인학대 의 위험성에 노출되지 않도록 체계를 갖추는 것이 필요하다.

영문 초록

While it is important to grasp the current status of elder abuse at the current point in time when the population aging rate is expected to reach 20%, it is very important to identify social awareness of elder abuse in preparing policies or systems to respond. This study aims to identify social issues about elder abuse by analyzing media articles on "elder abuse" since 2000, while comparing and analyzing the flow of media articles on "elder abuse" before and after COVID-19. This study searched for 'Elder Abuse' among articles between 2000 and 2022 targeting 11 national daily newspapers and 8 national economic journals using Bigkinds, which was created by applying big data analysis technology to the largest article database in Korea. Therefore, 1,162 cases were used for analysis. The analysis of this study utilized the analysis system provided by BIGKinds to analyze the relationship between articles related to 'Elder Abuse' from 2000 to 2022, keyword trend analysis, and related word analysis, and analyzed the relationship between 3 years each before and after COVID-19. News related to 'elder abuse' between 2000 and 2022 showed a steady increase since 2000, but until 2016, the average number of articles was under 50, excluding 2010 when the results of the elder abuse survey were first announced and 2016 when related laws were revised. Through this, it was found that social consensus on the seriousness of elder abuse is increasing, and it was confirmed that COVID-19 has intensified elder abuse. It is true that social sympathy for the seriousness of elder abuse is increasing, but the amount of articles increased when the incident occurred rather than continuously. Therefore, continuous attention to the prevention of elder abuse and various policies and services to prevent and eradicate abuse are needed. Considering that COVID-19 has intensified elder abuse, the elderly who are vulnerable even in infectious disease disasters are isolated and exposed to the risk of elder abuse. It is necessary to have a system in place so that this does not happen.
