장애인복지관에서의 발달장애인 지원의사결정(Supported Decision Making) 경험

국문 초록

이 연구는 질적 사례연구 방법을 활용하여 장애인복지관 발달장애인의 지원의사결정 경험을 탐색해 보고자 하였다. 연구결과, 아직 현장에서 지원의사결정에 대해 정확히 개념적으로 정의하지는 않고 있으나, 지원의사결정은 이미 적용되고 있었다.그럼에도 불구하고, 지원의사결정에 대한 충분한 이해와 적용성은 여전히 부족한 현실도 드러났다. 발달장애인의 지원의사결정과 관련하여, 주요 연구결과는 첫째, 발달장애인 권리를 제대로 존중하지 않은 현실 인지, 선호와 욕구가 있는 보통사람으로의 자각의 중요성이 제시되었다. 이러한 반성을 통하여 발달장애인의 의사결정능력에 대한 경계의 모호성, 상호 평등한 관계형성의 어려움, 명확한 의사파악을 위한 노력에도 불구하고 쉽지 않은 현실적 어려움을 토로하였다. 한편, 조직차원에서는 지원의사결정을 위한 것은 아니나 장애인복지의 패러다임 변화에 따른 조직구조의 변화와 학습조직 전환의 혁신을 모색하고 있었다. 둘째, 발달장애인의 지원의사결정이 도입되기 위해 고려되어야 할 쟁점들이 드러났다. 구체적으로, “지원의사결정의 중심에 당사자가 있는가? 지원자의 위치와 역할은 적절한가? 지원의사결정에 대해 충분히 아는가? 정말 당사자에게 최선의 이익인가? 지원의사결정의 경계는 어디인가?”에 대한 다섯 가지 쟁점들이 도출되었다. 이를 기초로 우리나라에서 발달장애인 지원의사결정제도 도입과 관련된 논의 및 함의를 제시하고 있다.

영문 초록

The purpose of this study is to explore service providers’ experiences of supported decision making for people with developmental disabilities. The results of qualitative case study showed that supported decision making has been practiced, although the understanding of supported decision making were scant. First, the research results found that the right of people with developmental disabilities was less exercised and the importance of recognizing them as general people with preferences and needs was accepted. Moreover, service agency has tried to make organizational changes and innovations to transfer it to learning organization, although it was not only for supported decision making. Second, some issues to be considered are identified as follows: who plays the main role, to what extent supporters’ roles and positions are appropriate, how well they knows supported decision making, what means by the best interest for people with developmental disabilities and how to draw a borderline of supported decision making. Based on research findings, the article suggested the necessity of introducing and developing ‘Supported Decision Making’ practice and implications for future policies and programs for people with developmental disabilities in service fields.
