국문 초록

본 연구는 1958년부터 1991년까지 지속된 미국의 한반도 전술핵무기 배치가 갖는 전략적 의미와 장기 유지의 본질적 요인을 실증적으로 분석한다. 기존 연구는 주로 전술핵의 초기 배치 배경이나 냉전 종식에 따른 철수결정에 초점을 맞춘 반면, 본 연구는 배치 전 과정에서의 핵탄두 및 투발수단의 변화, 확장억제 공약 수준, 그리고 행정부별 정책변화를 총체적으로 고찰하였다. 본 연구는 ‘이중억제(dual deterrence)’ 개념을 분석틀로 적용하여, 냉전 초기 진영 대립, 데탕트, 그리고 신냉전의 도래 등 냉전의 성격이 변화하는 과정에서 미국의 전술핵 배치와 운용이 어떠한 전략적 의도 하에 기능했는지를 규명하였다. 연구 결과, 한반도의 전술핵은 냉전의 성격 변화와 행정부별 정책 기조의 차이에도 불구하고, 패권전략의 일환으로 공산권의 군사적 위협을 억제함과 동시에 한국의 독자적 핵무장을 억제하는 이중억제의 핵심 정책도구로서 기능했음을 확인할 수 있다. 본 연구는 전술핵을 매개로 한 이중억제 전략의 실질적 작동방식을 규명하였다는 점에서 학술적 의의를 지니며, 한국의 핵무장 논의 및 미국 확장억제 정책의 신뢰성에 대한 평가와 전략적 논의에 중요한 함의를 제공한다.

영문 초록

This study empirically analyzes the strategic significance and underlying factors behind the sustained deployment of U.S. tactical nuclear weapons on the Korean Peninsula from 1958 to 1991. Whereas existing research has largely focused on the background of the initial deployment or the withdrawal decision at the end of the Cold War, this study offers a comprehensive examination of the entire deployment process, including changes in warhead types and delivery systems, the level of extended deterrence commitments, and policy shifts across different administrations. Applying the analytical framework of ‘dual deterrence,’ the study investigates how the changing nature of the Cold War-from early bloc confrontation to détente and the advent of the new Cold War-shaped the strategic purposes of U.S. tactical nuclear deployment and operations. The findings demonstrate that, despite variations in the character of the Cold War and differences in each administration’s policy orientation, tactical nuclear weapons on the Korean Peninsula consistently functioned as a core instrument of dual deterrence within the broader U.S. hegemonic strategy: deterring the military threat posed by the communist bloc while simultaneously restraining South Korea’s pursuit of an independent nuclear arsenal. This study holds scholarly significance in that it elucidates the practical operation of dual deterrence through the medium of tactical nuclear weapons in a specific regional context, offering important implications for current debates on South Korea’s nuclear armament and the credibility of U.S. extended deterrence policy.
