공무원의 DC 체계 구축 방안 : 사무관 역량개발을 중심으로

국문 초록

본 연구는 공무원의 현행 역량개발과 역량평가 현황 검토를 통해 5급 사무관 역량개발을 위한 역량개발센터 체계 및 운영방안을 제안하는 것을 목적으로 하였다. 이를 위해 공무원의 현행 역량개발과 역량평가 현황을 검토하고 효과적인 역량개발 및 평가 방안 수립을 위해 선행연구 분석을 통해 사무관 역량개발을 위한 역량개발센터 체계 및 운영방안의 초안을 마련하고 이를 3명의 내용전문가를 통한 검증을 거쳐 최종 안을 제안하였다. 연구결과, 첫째, 현행 제도 및 문헌 검토를 통해 공무원 역량개발의 핵심 개선점을 도출하였고, 둘째, 공무원의 효과적인 역량개발을 위한 3차원 통합 DC 체계 프레임워크를 순환모델로 제시하였으며, 셋째, DC 체계 운영방안을 장기적 역량개발과 교육전이를 높이는 방안으로 제시하였다. 본 연구에서는 실제 현장의 문제와 관련된 통합적 역량개발 교육설계모형과 통합적 역량교육 방안을 제안하여 공무원의 효과적인 역량개발센터 체계 구축을 위한 핵심 근거를 마련하였다. 또한, 본 연구는 역량개발 교육과 역량평가가 연계된 통합적 관점에서 DC 체계와 운영방안을 제시한 점에서 현장중심의 실제 적용 측면에서 큰 의의가 있다. 본 연구는 공무원의 역량개발을 위한 현장 중심의 정책 수립을 위한 핵심 자료로 활용될 것으로 기대된다.

영문 초록

This study reviewed the current status of competency development and assessment for civil servants and analyzed prior research to establish effective strategies. A preliminary Development Center (DC) framework and operational plan for deputy director competency development were developed and validated by three subject matter experts. Research findings revealed three key outcomes. First, core improvement areas for civil service competency development were identified through systematic review of existing systems and literature. Second, a three-dimensional integrated DC framework was presented as a cyclical model for effective civil servant competency development. Third, DC system operational strategies were proposed as approaches to enhance long-term competency development and training transfer effectiveness. This study contributes by presenting an integrated competency development design model and comprehensive strategies that address real-world challenges, thereby laying foundations for constructing an effective DC system. The integrated approach links competency education with assessment, offering both theoretical rigor and practical applicability, and providing evidence for field-oriented policy frameworks in the public sector.
