장애운동 의제 변화와 정책 형성의 동학: 신체장애에서 발달장애로

국문 초록

이 연구는 발달장애로 한국 장애운동의 의제와 주체가 변화하고 있는 움직임에 주목하여 장애정책에 어떻게 반영되는지를 살펴보고, 운동과 정책 사이의 메커니즘을 파악하는 것을 목적으로 했다. 기존의 장애운동사 연구와 정책 연구의 개별적 분석의 한계를 권력자원 이론의 관점에서 총체적으로 바라보고자 했다. 따라서 연대기적 서술에 따른 단선적 분석을 넘어서 사회운동과 사회정책 사이의 동학을 파악하기 위해 중층적 분석이 가능한 사례연구를 주요 연구방법론으로 사용했으며, 문헌연구를 통해 수행했다. 우선 한국 장애운동의 주요 의제의 변화를 통해 장애유형의 변화 양상을 파악했다. 둘째, 발달장애인 지원 예산의 지속적 확대와 관련법의 증가, 특히 2014년에 발달장애인법이 제정되는 등 발달장애라는 특정 장애유형을 위한 대책이 수립되고 있다는 점에서 한국 장애정책이 발달장애유형을 중심에 두고, 정책 변화가 일어나고 있음을 정책형성 흐름으로 확인할 수 있었다. 셋째, 장애운동의 요구로 선거기간 중 공약으로 채택하거나, 국정과제화 되는 등 정책형성 과정에서 사회운동이 주된 요인이 될 수 있음을 확인했다. 이와 같이 장애운동사와 장애정책 사이의 관계성을 분석함으로써 장애운동의 역사를 조금 더 입체적으로 바라볼 수 있었다. 이러한 시도는 장애운동의 흐름과 장애정책의 변화를 동시에 살펴봄으로써 장애영역에서도 사회운동이 사회정책 형성에 영향을 주는 요인이 될 수 있는지를 확인하게 해준다. 현재의 한국 장애운동과 정책 사례를 분석함으로써 당사자의 운동이 정책 발전에 영향을 주는지 보여주는 것이다.

영문 초록

This study examines how the evolving agenda and actors of the disability movement in South Korea, particularly with regard to developmental disabilities, are reflected in disability policy. Addressing the limitations of previous research that has treated the history of the disability movement and policy studies separately, this study adopts a power resource theory to provide a more comprehensive analysis of the interaction between social movements and policy formation. To move beyond linear, chronological narratives, the study employs a case study methodology that enables multilayered analysis, supported by extensive literature review. First, it identifies the shifting patterns of disability types through changes in the key agendas of the Korean disability movement. Second, it confirms that South Korean disability policy has undergone transformation with a growing focus on developmental disabilities—evident in the continued expansion of related budgets and the enactment of new legislation, including the 2014 Act on the Guarantee of Rights and Support for Persons with Developmental Disabilities. Third, it illustrates that the disability movement can function as a primary driver of policy formation, as demonstrated by the adoption of movement demands in election pledges and national policy agendas. By analyzing the interrelation between the disability movement and policy, this study offers a more multidimensional understanding of the history of the Korean disability movement. This approach enables a simultaneous examination of the movement's trajectory and policy changes, providing evidence that social movements can play a significant role in shaping social policy within the field of disability. Furthermore, the analysis of contemporary South Korean cases helps to clarify the extent to which movements led by people with disabilities influence policy development.
