고등교육 투자 성과 현황 국제비교 - 한국과 중국의 고등교육을 중심으로

국문 초록

본 연구는 OECD 국가별 교육통계를 바탕으로 한국과 중국의 고등교육재정을 국제비교하여 고등교육재정 발전의 방향을 모색하는 것을 목적으로 한다. 연구 결과, 첫째, OECD 국가의 1인당 평균 경비 투입에 비해 한국과 중국의 고등교육비 투입이 낮은 수준이라는 연구 결과가 나왔다. 둘째, 고등교육비에서 공공투자가 차지하는 비중은 한국이 OECD 평균보다 낮고 중국보다도 낮다. 셋째, 학생 평균 경비 지수에서 일반적인 경향은 연령이 증가함에 따라 학생 평균 경비가 증가하는 것이다. 그러나 한국은 예외적으로 대학생 1인당 경비가 초등학생 1인당 경비의 85%에 해당한다. 넷째, 고등교육 투자 성과를 비교한 결과 한국은 대졸자 투자수익이 OECD국가 평균보다 약간 낮지만, 중국은 OECD 평균보다 월등히 높았다. 이 글은 위의 결과를 초래한 요인에 대해 논의하고 국가가 투자 주체로 고등 교육 자원 할당을 최적화하고 고등 교육 재정 시스템의 운영 효율성을 개선하며 고등 교육 투자 구조의 합리화에 주목하는 세 가지 발전 제안을 제시한다.

영문 초록

The purpose of this study is to find the direction of the development of higher education finance by comparing the higher education finances of Korea and China based on educational statistics by OECD countries. The comparison results show that: 1. The input of higher education expenses in Korea and China was lower than the average input of expenses per capita in OECD countries. 2. The share of public investment in higher education costs in Korea is lower than the OECD average and in China. 3. A general trend in the Student Average Expense Index is that student average expenditure increases as age increases. In Korea, however, the cost per university student is 85 percent of the cost per elementary school student. 4. As a result of comparing the performance of investment in higher education, Korea's investment return for college graduates was slightly lower than the OECD average, while China was significantly higher than the OECD average. This article discusses the factors that led to the above results and presents three development proposals that focus on optimizing the allocation of higher education resources, improving the operational efficiency of the higher education finance system, and rationalizing the higher education investment structure.
