국문 초록

기후 변화는 전 지구적으로 인류의 생존을 위협하는 핵심적인 문제가 되었다. 기후 변화로 인해 생태계 파괴 및 폭염, 폭설 등 기후 위기 상황은 글로벌 대응이 필요한 상황이다. 탄소중립은 기후 위기대응 방안으로 배출되는 탄소와 흡수되는 탄소량을 같게 하는, 실질적 배출량이 ‘0’(Zero)가 되는 개념이다. 탄소중립을 실현하기 위해서는 사회적 논의 기구인 거버넌스를 구축해야 한다. 포괄적인 탄소중립 개념은 수평적이고 협력적인 논의 구조로 각 부문별 전문가 및 민간이 함께 구성된 협력적 거버넌스 구축이 필요하다. 우리나라는 ‘2050 탄소중립’을 선언 및 대통령 직속 2050 탄소중립 녹색성장위원회를 구성 및 운영하고 있다. 충청북도 또한 기후 위기 대응 및 지속 가능한 발전을 위한 최상위법정계획으로써 2050 탄소중립 실현을 위한 [충청북도 탄소중립·녹색성장 기본계획]을 수립하였다. 그러나 기본계획에서 구성한 거버넌스 체계는 협력적 구조가 아닌 행정 중심의 계층적 거버넌스 구조로 구성되었다. 이에 본 논문은 충청북도 탄소중립 실천 협력 체계 구축을 위한 협력적 거버넌스 구축방안을 제시하고자 한다.

영문 초록

Climate change has emerged as a critical global threat to human survival. The climate crisis, manifested through ecosystem destruction, extreme heat waves, and heavy snowfall, necessitates a coordinated global response. Carbon neutrality, a key strategy in addressing the climate crisis, refers to achieving a balance between carbon emissions and absorption, effectively reaching 'net zero' emissions. The implementation of carbon neutrality requires the establishment of governance as a social discussion mechanism. The comprehensive concept of carbon neutrality demands a horizontal and collaborative discussion structure, necessitating the formation of collaborative governance that includes sector-specific experts and private stakeholders. South Korea has declared its '2050 Carbon Neutrality' commitment and established the Presidential 2050 Carbon Neutrality and Green Growth Committee. Similarly, Chungcheongbuk-do has developed the “Chungcheongbuk-do Carbon Neutrality and Green Growth Basic Plan” as its highest-level statutory plan for addressing the climate crisis and ensuring sustainable development. However, the governance structure outlined in this basic plan follows a hierarchical, administration-centered approach rather than a collaborative framework. This paper aims to propose methods for establishing collaborative governance to build an effective carbon neutrality implementation cooperation system in Chungcheongbuk-do.
