온라인 비디오 추천 시스템의 프라이버시 논의 동향: GDPR 도입 전후 텍스트 마이닝을 중심으로

2018년 5월 25일, EU에서 개인정보보호법 GDPR(General Data Protection Regulation)이 발효되면서 개인 데이터를 기반으로 개인화 추천 알고리즘을 운영하는 디지털 플랫폼들은 데이터 수집･처리 방식 전반에 걸쳐 근본적인 변화를 겪었다. 본 연구는 이러한 규제 환경 변화가 온라인 커뮤니티 내 ‘프라이버시’ 담론에 어떠한 영향을 미쳤는지를 텍스트 마이닝 기법을 통해 종합적으로 분석하는 데 목적을 둔다. 연구 대상은 보안･프라이버시 관련 논의가 활발한 Reddit의 r/cybersecurity 서브레딧으로, 2016년 1월 1일부터 2023년 12월 31일까지 작성된 총 2,676건의 게시물을 Python 기반 Reddit API로 수집･전처리하였다. 먼저 LDA를 활용해 10개 주요 토픽을 도출하고, 단어 네트워크 분석을 통해 토픽별 핵심 키워드가 어떻게 상호 연관되는지를 시각화하였다. 이어 GDPR 시행 전후로 그룹을 나누어 토픽별 비중 변화에 대한 독립표본 t-검정을 수행함으로써 통계적 유의성을 검증했으며, VADER 감성 분석을 통해 게시글의 긍정･중립･부정 분포 변화를 살펴보았다. 분석 결과, ‘브라우저 설정’, ‘일반 프라이버시 문의’, ‘계정 및 데이터 삭제’ 등 총 10개 토픽이 확인되었다. GDPR 발효 이후에는 ‘스크립트 자동화’와 ‘계정 인증 관리’ 같은 기술적 대응 수단에 대한 논의가 유의미하게 증가한 반면, ‘브라우저 설정’ 변경과 ‘오픈소스 툴 활용’ 관련 논의는 감소하는 경향을 보였다. 감성 분석에서는 긍정적 게시글 비중이 약 13.6% 감소한 반면, 중립적 게시글 비중이 14.6% 증가하여, 규제 대응 정보 탐색 위주의 중립적･실용적 담론이 크게 확산된 양상을 확인하였다. 이러한 결과는 Privacy Calculus 이론을 실제 커뮤니티 담론에 적용해, GDPR 시행이 사용자들의 ‘지각된 이익’과 ‘지각된 위험’ 평가를 어떻게 전환시켰는지를 실증적으로 보여준다. 또한 개인정보 정책 입안자와 플랫폼 운영자에게는 GDPR 이후 사용자 담론의 변화에 맞춘 커뮤니케이션 전략 수립 및 개인정보 처리 절차 설계에 실질적인 시사점을 제공한다.

영문 초록

On May 25, 2018, the European Union’s General Data Protection Regulation (GDPR) came into force, changing how digital platforms that rely on personal data for person- alized recommendation algorithms collect and process user information. Using text mining techniques, this study examines how this regulatory shift influenced privacy discourse within an online community. We collected and preprocessed 2,676 posts from Reddit’s r/cybersecurity subreddit from January 1, 2016, to December 31, 2023, using a Python based Reddit API. We initially applied latent Dirichlet allocation (LDA) to identify ten principal topics, including “browser settings”, “general privacy inquiries”, and “account and data deletion”, and used word network analysis to visualize the interrelations among the core keywords of each topic. We then divided the data into pre-and post-GDPR groups and conducted independent-sample t tests to assess the statistical significance of changes in topic proportions. We subsequently employed VADER sentiment analysis to track changes in the distribution of positive, neutral, and negative posts. We found that, following the implementation of the GDPR, discussions of technical countermeasures such as “script automation” and “multi-factor authentication” increased significantly, while discourse around “browser setting changes”and “open-source tool usage”declined. Sentiment analysis showed an approximate 13.6% decrease in positive posts and a 14.6% increase in neutral posts, indicating a pronounced shift toward neutral, information seeking dialogue focused on regulatory compliance. These findings empirically demonstrate, in line with privacy calculus theory, how the implementation of the GDPR led to users reassessing their evaluation of the perceived benefits and risks. This study also offers practical guidance for policymakers and platform operators, suggesting that communication strategies and data-handling processes should be realigned to support the neutral, compliance oriented information needs that now dominate user discourse.
