국문 초록

본 연구는 지방이양사무 성과평가체계 구축의 필요성을 바탕으로 평가체계 설계 시 발생할 수 있는 주요 쟁점을 논의하는 데 목적이 있다. 주요 논의는 평가의 목적과 기능, 평가내용, 평가자와 평가활용자, 평가시기 및 주기를 중 심으로 시론적 분석을 진행하였으며, 주요 결과는 다음과 같다. 첫째, 평가목적과 기능을 정할 때 지방분권의 취지에 부합하도록 중앙정부 와 지방자치단체 간 합의가 필요하다. 둘째, 평가자와 평가활용자를 논의하는 데 있어서 명확한 법적 근거를 마련해야 하며, 기존 정부업무평가제도를 활용 할 경우 문제점과 해결방안을 충분히 논의해야 한다. 셋째, 평가내용은 지방이 양사무의 특성과 지방자치단체 여건을 고려하는 측면에서 유연하게 이루어지 되, 평가의 객관성과 통일성을 위한 중앙정부로부터의 지침 제공 여부 역시 논의되어야 한다. 넷째, 평가시기와 주기는 평가목적과 기능 및 취지에 맞게 설계하되, 평가 종료 주기는 명확한 합의가 요구된다. 본 연구는 지방이양사무 성과평가체계에 관한 주요 쟁점과 방향성을 시론 적으로 논의하여 향후 구체적 연구의 토대를 제공하는 데 기여가 있다.

영문 초록

The purpose of this study is to explore key issues in the design of an evaluation system for transferred affairs from central government to local government. The main discussion is based on a preliminary analysis of the purpose and function of evaluations, evaluation content, evaluators and users, and the timing and frequency of evaluations. The key findings are as follows. First, it is necessary to align the purpose and function of evaluations with the goals of decentralization through agreement between central and local governments. Second, discussions regarding evaluators and evaluation users must be based on clear legal grounds. If the existing Government Performance Evaluation System is considered, potential issues and solutions should to be carefully concerned. Third, evaluation contents need to be flexible enough to account for the characteristics of transferred affairs and the situation of local government. At the same time, ensuring objectivity and consistency through the provision of standardized manuals from central government can be considered. Fourth, the timing and frequency of evaluations should be designed in accordance with the purpose and function of evaluation. The evaluation termination cycle requires clear agreement. This study contributes to the theoretical discussion of overall issues and provides a foundation for future research of transferred affairs from central government to local government.
