국문 초록

이 연구는 영재교육의 정책효과를 실증적으로 밝히고 진단을 통해 영재교육 정책 방안을 제시하는 것이 목적이다. 이를 위해 영재교육 정책 결과지표를 선정하였으며 산출결과로서 강원도 영재교육 정책에 대한 교직원들의 인식 그리고 결과지표로서 강원도 영재교육이 자기이해도와 재능발달에 어떠한 영향을 주었는지 분석하였다. 분석대상 및 연구방법은 5차 영재교육진흥종합계획과 영재교육 종합 데이터베이스(GED) 발달기록부 강원도 자료를 활용하였고 기술통계와 내용분석법을 활용하였다. 연구의 결과는 다음과 같다. 첫째, 영재교육정책 성과지표 수립을 위해 이론적 연구를 통해 영재교육 산출지표와 결과지표를 제시하였다. 둘째, 교직원의 영재교육정책에 대한 긍정적인 인식을 확인했다. 셋째, 자기이해도향상 분석으로 창의적 문제해결력 등 영재교육을 통해 학생들의 주요 지표가 높게 나타났으며 학부모가 인식하는 영재교육 정책의 효과는 학생들에 비해 높았다. 넷째, 재능발달에 대한 분석 결과 창의력, 리더십, 문제해결, 아이디어가 영재교육을 통해 향상되었다. 이상의 연구결과를 바탕으로 실천적 함의와 정책적 방향을 제시하였다. 영재교육의 정책 지표로 수혜율을 높이는 보편적 교육의 가치는 살리되 교육효과를 유지하기 위한 자발적 동기에 따른 참여가 이뤄지도록 영재교육 정책이 필요하다. 둘째, 학생, 학부모, 교직원에 대한 각각의 정책 방향 수립이 필요하다. 다양한 교육과 경험에 대하여 적극적으로 임하는 학생 대상의 정책, 긍정적으로 영재교육 정책을 인식하는 학부모 대상 정책, 영재교육 환경 조성을 위한 인적, 물적 자원 제시의 교직원 정책이 교육청 차원에서의 제시되어야 한다.

영문 초록

The purpose of this study is to empirically identify the effects of gifted education policies and propose policy measures based on these findings. Outcome indicators for gifted education were selected, and the perceptions of faculty in Gangwon Province, as well as the impact of gifted education on students’ self-understanding and talent development, were analyzed. The study utilized the 5th Comprehensive Plan for the Promotion of Gifted Education and the Gangwon Province GED database, applying descriptive statistics and content analysis. Key findings are as follows: First, output and outcome indicators for gifted education policy were established. Second, faculty members generally held positive views of these policies. Third, gifted education improved students’ creative problem-solving abilities and self-understanding, with parents perceiving its effects even more positively than students. Fourth, creativity, leadership, and problem-solving skills were enhanced through gifted education. Based on these results, the study suggests that policies should encourage voluntary participation to maintain effectiveness, and separate policy directions are needed for students, parents, and faculty, with support from the education office for each group.
