국문 초록

본 연구는 4차 산업혁명 시대에 요구되는 창의성과 융합적 사고력을 갖춘 인재 양성을 위한 영재교육의 중요성에 주목하며 공교육 체제 내에서 체계적인 영재교육을 실현하고 있는 미국 Fairfax County의 사례를 분석하여 한국 영재교육의 시사점을 도출하고자 하였다. 특히, Fairfax County의 AAP(Advanced Academic Program)를 중심으로 교육철학 및 정책 방향, 교육 프로그램의 구조, 선발 및 운영 방식, 교사 전문성을 중심으로 영재교육 운영 체제를 분석하였다. Fairfax County는 전 학생을 대상으로 한 포괄적 선발방식과 수준별 정규 교육과정 내의 영재교육 운영, 정부 인증 교사 배치 및 다문화 소외계층 학생을 위한 Young Scholars Model과 Local Norms 제도를 갖추고 있다. 이러한 체계는 수월성과 형평성의 조화를 추구하며, 영재교육의 질적 지속성과 포용성을 동시에 추구하고 있다. 반면 한국은 신청자 중심의 선발과 방과 후나 주말에 이루어지는 단기적 프로그램 운영으로 정규 교육과정의 연계가 부족한 상황이다. 교사 전문성 측면에서도 Fairfax County는 정부 인증 자격과 체계적인 연수 프로그램을 갖추고 있는데 비해 한국은 별도의 인증 자격제도 없이 일정 시간의 연수만을 요구하고 있다. 본 연구는 이러한 분석을 바탕으로 한국 영재교육의 질적 전환을 위한 기반을 마련하고자 하였다.

영문 초록

This study explores the importance of gifted education in cultivating creative and integrative thinkers required in the era of the Fourth Industrial Revolution. Focusing on Fairfax County's Advanced Academic Program (AAP), the study examines key aspects including educational philosophy and policy direction, program structure, screening and operational processes, and teacher expertise. Fairfax County implements a comprehensive identification system that targets all students, integrates leveled gifted education into the regular curriculum, assigns certified gifted education teachers, and institutionalizes inclusive practices such as the Young Scholars Model and Local Norms to support students from diverse and underrepresented backgrounds. This framework exemplifies a successful balance between excellence and equity, ensuring both continuity and inclusiveness in gifted education. In contrast, Korea relies on an application-based selection and delivers gifted education through short-term programs outside regular school hours, resulting in limited continuity and integration. Additionally, Korea lacks a formal teacher certification system for gifted education, requiring only minimal in-service training. Based on these findings, this study offers suggestions for enhancing the quality of gifted education in Korea.
