경찰과 시민 간 익명성의 제거가 시민의 반사회적 행위에 미치는 영향

국문 초록

익명성은 사회의 질서를 위협하는 다수의 범죄를 보호 및 장려하고 있다. 이에 학자는 물론이거니와 대중도 익명성의 사회적 해악에 공감하나, 익명성을 감소하는 현실적인 방안은 제한적인 실정이다. 표현의 자유와 개인의 보호가 익명성을 지지하는 까닭이다. 이에 학계에서도 익명성이 반사회적 행위를 유발하는 맥락을 검토하였을 뿐 익명성을 관리하는 정책적 방안에는 도달하지 못하였다. 한편 최근 미국에서 개인의 익명성을 보장하면서도 범죄를 억제할 수 있는 실험이 실시되었다. 시카고대학교 행동과학 연구진은 시민이 경찰관의 정보를 인지하는 것만으로 마치 경찰관이 자신을 감시한다는 인식을 생성하였다고 보고하였다. 즉, 시민은 통상의 사회적 관계를 상호적이라 여기므로 자신이 경찰관의 정보를 보유할 경우 경찰관도 동일하게 자신을 인지할 것이라 생각한 것이다. 이 연구에서는 상기 연구를 일부 수정하여 경찰관과 시민의 접촉을 익명성의 감소로 간주하고 반사회적 행위의 변동을 관찰하였다. 물리적인 접촉은 익명을 기명의 상태로 전환하는 바 일반억제가 가정되었다. 이러한 연구의 가설이 참인 경우 실질적인 범죄 감소와 더불어 경찰관과 시민의 협조를 강조하는 오늘날의 경찰철학에 의미를 추가할 수 있을 것이라 판단되었다. 다중회귀분석을 실시한 결과 시민개시접촉은 반사회적 행위에 부(-)적인 영향을 미치는 것으로 나타났다. 익명성의 감소가 오히려 시민의 반사회적 행위를 유도한 것이다. 이 연구에서는 익명성이 제거되는 과정에서 시민의 그림자형 부패가 발생하거나 경찰의 권위가 타락한 결과로 해석하였다. 이 과정에서 익명성과 반사회적 행위의 비선형 관계가 추정되어 후속연구의 필요성을 논의하였다.

영문 초록

Anonymity protects and encourages a number of crimes that threaten the order of society. Accordingly, not only scholars but also the public agree on the social harm of anonymity, but the practical way to reduce anonymity is limited. This is why freedom of expression and personal protection support anonymity. Accordingly, academia also reviewed the context in which anonymity induces antisocial behavior, but did not reach a policy plan to manage anonymity. Meanwhile, an experiment has recently been conducted in the United States that crime deterrence could be achieved while guaranteeing individual anonymity. Researchers in behavioral science at the University of Chicago reported that citizens created a perception that police officers were monitoring themselves just by recognizing police officers' information. In other words, since citizens regard ordinary social relationships as mutual, they thought that if they had the information of a police officer, the police officer would recognize themselves in the same way. In this study, some of the above studies were modified to regard the contact between police officers and citizens as a decrease in anonymity and to observe changes in antisocial behavior. Physical contact converts anonymity to a signed state, assuming general suppression. If the hypothesis of these studies is true, it was judged that it could add meaning to today's police philosophy that emphasizes cooperation between police officers and citizens along with substantial crime reduction. As a result of conducting a multi-session analysis, it was found that civic initiation contact had a negative (-) effect on antisocial behavior. The decrease in anonymity rather induced anti-social behavior of citizens. In this study, it was interpreted as the result of shadow-type corruption of citizens or the degradation of police authority in the process of removing anonymity. In this process, the nonlinear relationship between anonymity and antisocial behavior was estimated, and the necessity of follow-up research was discussed.
