드론 교육제도 개선 방안에 관한 연구: 드론 교육생들의 인식을 중심으로

국문 초록

본 연구는 초경량비행장치(드론) 교육제도 개선을 연구대상으로 선정하고, 학과교육 및 실비행경력의 적절성을 고찰하는데 그 목적이 있다. 이를 위하여 드론법 및 항공안전법의 관련 규정 등을 바탕으로 드론 교육기관의 현장 적용 형태를 살펴보았다. 그리고 자격증 준비생들과 드론교육 관계자들을 대상으로 인터뷰를 실시하였다. 본 연구에서 도출한 연구결과는 다음과 같다. 첫째, 드론 교육생들은 안전이 보장되는 여건에서 교육받고 싶어하며 교관(지도조종자, 실기평가조종자)으로 성장하고 싶은 강한 의지를 가지고 있다. 따라서 1종 조종 자격취득 이후에도 지도조종자 또는 실기평가조종자와 같은 교관자격증과 함께 다양한 분야에서 교육생들이 전문가로 성장할 수 있도록 체계적인 교육시스템을 구비해야 한다. 둘째, 드론을 포함한 초경량비행장치 관련 정책이 안정적으로 운영되기 위해서는 현행 자격제도의 보완과 다양한 재정 지원 프로그램 등이 구비되어야 한다. 따라서 행정기관은 드론 교육제도 개선 뿐만 아니라 자격제도 보완 등 드론 산업 발전에 필요한 방안들을 적극적으로 추진해야 한다. 예를 들어 초경량비행장치 조종에 일정기간마다 인증제도 등을 도입하는 것도 검토할 필요가 있다. 또한 안전한 운영과 효과적인 교육을 위해 교육기관들은 시설환경, 전문화된 교관, 학과 교육, 실비행교육 등을 전반적으로 검토하여 증가하는 드론 수요를 준비해야 한다.

영문 초록

This study selects the improvement of the ultra-light flying device(drone) as a research subject and aims to examine the appropriateness of department education (job training) and actual flight education. To this end, the state of field application of drone education institutions has been investigated, based on regulations regarding Aviation Safety Act and Drone Act. And the interviews on certification prep students and drone education officials have been conducted. The result of this research are as follows: First, drone trainees wish to be trained under a safety-guaranteed circumstance and have strong wills to grow as an instructor (guidance controller & performance evaluation controller). Second, the reinforcement of the current qualification system and various financial support programs are required so as for policies related to ultra-light devices, including drones, to be operated stably. Thus, administrative institutions not only ought to improve drone education systems, but also actively take various measures necessary for the development of the drone industry, such as complementing qualification systems. Furthermore, to achieve safe operation and deliver efficient education, education institutions should be required to examine facility environment, specialized experts, department education, and actual flight education in general and prepare for the growing demands for drones.
