국문 초록

이 연구는 지역사회 경찰활동 패러다임에 근거하여 집합효율성에 미치는 경찰활동의 영향을 규명하였다. 지역사회 경찰활동은 단순한 범죄예방을 넘어 지역사회의 범죄대응능력을 총체적으로 향상시키는 것으로 알려져 있다. 경찰활동으로부터 지역사회의 비공식적 사회통제가 강화된다면, 지역사회 문제를 능동적으로 해결하고자 하는 주민들의 집합효율성이 증가할 것을 예측할 수 있다. 따라서 이 연구는 집합효율성에 대한 경찰효과성과 경찰정당성의 영향력을 검증하였다. 분석결과 경찰정당성에 대한 경찰효과성의 정적인 영향력이 통계적으로 유의미하였다. 이를 통해 경찰활동을 효과적으로 인식하는 시민에게서 경찰조직의 정당성에 대한 높은 평가를 기대할 수 있음을 알 수 있다. 다음으로, 집합효율성에 대한 경찰효과성과 경찰정당성의 직접적인 영향력이 확인되었다. 마지막으로, 경찰효과성과 집합효율성의 관계에서 경찰정당성의 정적인 매개효과가 통계적으로 유의미하였다. 즉, 경찰의 효과적인 범죄예방활동은 경찰조직의 정당성에 대한 인식을 높이고 지역주민들의 비공식적 사회통제에 대한 의지를 향상시킬 수 있다. 지역사회 경찰활동 패러다임은 2021년부터 시행된 자치경찰제를 통해 우리 사회 전반에 영향력을 미치고 있다. 특히, 자치경찰이 생활안전, 교통과 같은 민생치안을 활동범위로 하고 있기 때문에 시민들은 경찰활동의 변화를 직접적으로 체감하고 있다. 경찰활동과 집합효율성의 긍정적인 관계를 바탕으로 효과적인 범죄예방정책을 수립하고 시행하여 지역사회 범죄대응역량을 강화하는 것이 중요할 것임을 제언한다.

영문 초록

This study investigated the effect of police activities on citizens' perception of collective efficacy based on the community policing paradigm. Municiapal police is known to improve the overall ability of local communities to respond to crimes beyond simple crime prevention. If informal social control in the community is strengthened from police activities, it can be predicted that the collective efficacy to actively solve community problems will increase. Therefore, this study predicted that police effectiveness and police legitimacy would improve the perception of collective efficacy. As a result of the analysis, the positive influence of police effectiveness on police legitimacy was statistically significant. Through this, it can be seen that a high evaluation of the legitimacy of the police organization can be expected from citizens who effectively recognize police activities. Next, the direct influence of police effectiveness and police legitimacy on collective efficacy was confirmed. Finally, in the relationship between police effectiveness and collective efficacy, the positive mediating effect on police legitimacy was statistically significant. In other words, effective crime prevention activities by the police can raise awareness of the legitimacy of the police organization and improve the willingness of local residents to informal social control. The paradigm of local police activities is influencing our society as a whole through the municipal police system that took effect in 2021. In particular, citizens are directly experiencing changes in police activities because the municipal police have public safety as their scope of activities. Based on the positive relationship between police activities and collective efficacy, it is suggested that it will be important to establish and implement effective crime prevention policies to strengthen community crime response capabilities.
