학교경찰 평가지표 개발 연구

국문 초록

이 연구에서는 한국에서 시행되고 있는 대표적 학교경찰모형인 학교전담경찰관 제도를 중심으로프로그램논리모형을 적용하여 논리모형을 구축하고 이에 따라 평가지표를 개발해 보았다. 학교전담경찰관 프로그램 논리모형을 구축하기 위해 법령, 정부공식자료, 학술논문, 그리고 선진국들의 사례등 다양한 자료를 수집하여 분석하였다. 주요 연구결과는 다음과 같다. 먼저, 프로그램논리모형은 자원, 활동, 산출, 결과 등과 같은 요소들을 포함하며 이들에 대한 식별을 통해 모형을 구축하게 된다. 한국에서의 학교경찰활동은 학교전담경찰관을 비롯해 소속경찰기관과 학교당국이 주요 투입자원으로 구성되어 있으며 범죄예방교육, 경학협력 등 다양한 활동들을 실천하고 있었다. 이와 같은 학교경찰활동을 통해 학교폭력을 예방·감소시키고, 학내 안전감을 제고하며, 경찰에 대한 태도를 보다 긍정적으로 바꾸어 가는 것을 목표(산출결과)로 하고 있음을 확인할수 있다. 다음으로, 구축된 학교전담경찰관 프로그램논리모형을 통해 학교전담경찰관 활동을 평가할수 있는 평가지표들을 개발했다. 이들은 투입, 활동과 산출, 그리고 결과와 영향을 포괄하는 모두 11 개 영역 36개 지표로 구성되었다. 이 연구결과를 바탕으로 학교경찰활동의 효과성 제고에 필요한 후속 연구방향 등에 대하여 살펴보았다.

영문 초록

In this study, a logic model was built by applying the program logic model centering on the School Police Officer system, which is a representative school police model implemented in South Korea, and an evaluation indicators were developed accordingly. The main research results are as follows. First, the program logic model includes elements such as resources, activities, outputs, and outcomes, and builds a model by identifying them. School police activities in South Korea consisted of the main input resources of School Police Officers, affiliated police agencies, and school authorities, and it could be analyzed that various activities such as crime prevention education and police-school cooperation were implemented. Through such activities, it can be seen that the goals(outcomes) of school police are to prevent and reduce school violence, to improve a sense of safety in the school, and to change attitudes toward the police more positively. Second, Through the established School Police Officer program logic model, evaluation indicators to evaluate the School Police Officer activities were developed. They consisted of 36 indicators in 11 areas, including input resources, activities and outputs, and outcomes and impacts. Based on the results of this study, some directions of follow-up research necessary to improve the effectiveness of school police activities were presented.
