나이지리아 범죄조직 국내 활동 실태 및 대응방안

국문 초록

나이지리아는 아프리카에서 가장 많은 인구를 가진 국가이며 천혜의 자연환경과 다양한 지하자원을 가진 국가이지만 국제범죄의 온상이 되어 가고 있다. 이는 석유자원 배분과 종교로 인한 종족 간분쟁 등 정치적 부패도 있지만, 영어권 국가로 모바일의 급격한 보급에 따른 교육 환경적 요인도 있고, 테러조직 보코하람의 활동과 이에 따른 난민의 출현 등이 범죄조직 생성과 활동의 주요 요인이라 볼 수 있다. 국내에서 활동하는 나이지리아 사기범죄조직의 규모와 활동은 아직 구체적으로 드러나지 않고 있지만 ‘로맨스 스캠’ 또는 ‘비지니스 스캠’이라 불리는 사기수법이 국내에 유입됨에 따라 많은 피해자가 발생하고 그 피해규모도 계속 늘어나고 있다. 이들 범죄조직원들은 결혼 배우자 자격으로 입국하거나, 외교비자로 입국하여 난민신청을 했고, 10년 넘게 불법체류한 자들도 있었다. 이에 대한 국내적 대응방안으로 나이지리아인 밀집지역 내 지역경찰 활동을 강화하고, TV나 언론을 통한 사기방지 홍보를 확대하여야 한다. 그리고 국제적 협력방안으로 국제개발협력사업을 통한나이지리아 치안역량강화 지원 사업에 적극 참여하고, 전자정부 및 사이버 보안 지원 사업도 고려하여야 한다. 또한 나이지리아 치안역량 강화사업에 우리정부의 경찰장비 지원도 필요하겠지만 우리장비 업체의 진출을 고려한 방범망 설치 참여 사업을 적극 추진할 필요가 있다.

영문 초록

Nigeria is the most populated African nation that has heavenly-gifted natural environments and lots of different underground resources. Nevertheless, the nation has currently been fallen into a criminal country that has no sense of guilt. This problem is attributed to several factors including ethnic conflicts over oil resources distribution or religion and political corruption. Among the factors, however, the most notable things that contribute to the emergence and activities of Nigerian crime organizations are the English-speaking African nation’s educational conditions heavily affected from a rapid dissemination of mobile devices or systems, and actions by terrorist group Boko Haram and a resultant surge in refugees. In Korea, how much sizeable and how much active locally stationed Nigerian scam crime organizations are have yet to be substantially determined. However, it is fact that conning skills called ‘romance scams’ or ‘business scams’, which are connected to Nigerian organized crime members, have already been introduced to Korea, claiming a lot of victims and resultantly causing a continuous increase in financial damage. Among the members are, it has been found, those who immigrated to Korea nominally as spouses who would marry Koreans, applied for the status of being refugee after entry to this country with diplomatic visas or who have been illegally staying in Korea for more than a decade. In order to cope with such Nigerian organized crimes, there are largely two parts of measures. One part is measures that Korea may take in its domestic level and the other part, measures based on international cooperation. Here, the former includes muscling up policing local regions where Nigerians are densely concentrated and strengthening public relations using TV and press broadcasts that aim to prevent Nigerian scam crimes. While, the latter includes Korea’s active participation in international development cooperation projects such as enhancing Nigerian security capabilities and supporting the electronic government establishment and cyber security improvement of the African country. In association, the Korean government should seriously consider not only a supportive supply of police equipment for the above mentioned security capability enhancement, but also an active involvement in the installation project of crime prevention networks across Nigeria provided the advance of Korean equipment manufacturers to that project.
