전·의경 폐지에 따른 경찰인력 운용방안 연구

국문 초록

전·의경은 병역의무를 대신하여 경찰의 보조적 임무를 수행하다 전경제도가 폐지됨에 따라 2016년 1월 25일부로 『전투경찰대설치법』이 『의무경찰대설치 및 운영에관한법률』로 개정되었다. 현재 의무경찰로 군복무를 수행하고 있는 인원은 약2만6천명으로 경찰인력의 약 18%를 차지하고 있으며 경찰의 시위진압 등 치안업무수행에 중요한 보조자원이다. 경찰은 과거 2008년부터 2011년까지 전의경을 경찰관으로 대체하는 사업을 벌여 4만1천여명의 전의경 정원을 2만5천여명으로 감축한 바 있다. 이때 경찰관 기동대요원으로 5천여명을 경찰관으로 대체 증원하였지만 집회·시위 관리에 필요한 기동경찰인력이 충분하다고 볼 수 없는 실정이다. 한편 급변하는 치안환경에 효율적으로 대응하기 위해서 적정한 수준의 경찰인력 확보는 반드시 필요하다. 경찰발표에 의하면 2018년도부터 의경감축과 폐지에 따라서 의경이 매년 20%씩 감축하고 이에 따른 대체경찰관으로 매년 2천명씩 증원할 계획이라고 한다. 이에 증원하는 경찰인력을 어떻게 효율적으로 활용할 것인지는 치안업무의 효율성을 제고하는 데 중요하다. 본 연구는 의경 감축 및 폐지에 따라 증원 경찰인력의 효율적인 운용방안을 제시하여 경찰업무의 효율성을 제고하는 데 목적이 있다.

영문 초록

The Combat Police and the Auxiliary Police carry out the police 's auxiliary duty on behalf of the military service obligation. As the combat police system was abolished, on January 25, 2016, the “Establishment of Riot Police Units Act” was amended to “Law concerning the establishment and operation of mandatory police forces.” Currently, about 26,000 people are performing military service with Auxiliary Police. Auxiliary Police account for about 18% of the police, and play an important role in protest and policing. The police replaced the combat police and Auxiliary Police with policemen from 2008 to 2011. As a result, about 41,000 combat police and Auxiliary Police have been reduced to about 25,000 people. At that time, the Police Squad was increased by 5,000 people, but the Riot Police needed for rallies and demonstrations are not enough. On the other hand, it is absolutely necessary to secure a proper level of police force in order to cope with the rapidly changing security environment efficiently. According to the announcement, Auxiliary Police will cut 20% every year from 2018. As an alternative police officer, he plans to increase the number by 2,000 every year. Therefore, it is important to utilize the police force efficiently for the efficiency of policing. The purpose of this study is to propose a method to efficiently operate the reinforced Police Force according to the reduction and abolition of Auxiliary Police.
