국문 초록

천안 함 피격사건과 연평도 포격사건 등 북한의 계속된 도발과 위협에 효과적으로 대응하지 못했다는 반성은 국방개혁의 필요성을 검토하게 되었다. 더구나 2015년 전시작전통제권이 한국군으로 전환됨에 따라 우리군의 주도적 역할을 강화해야 하는 시대적 상황은 우리군의 전쟁지도 능력. 작전기획·계획 및 수행능력을 획기적으로 제고할 필요를 요구 받고 있는 실정이다. 이에 따라 국방부는 군의 구조·운용·교육 전 분야에 대한 3군의 합동 성 강화와 포괄적 안보위협에 대비하는 전투 형 군대육성으로 적극적 억제능력을 향상 시키며 군을 슬림화하고 국방 운영의 낭비 요소를 줄이는 효율성 극대화 등을 중점으로 국방개혁의 기본방향을 설정하였다. 특히 1990년 「818계획」에 따라 개편된 현재의 지휘구조가 군정과 군령이 이원화 되어 작전수행 시 비효율성이 지적됨에 따라 이를 일원화 하여 전투수행능력과 군 효율성을 획기적으로 제고하여야 한다는 측면에서 그간 군정권만 행사하던 각 군 총장들이 군령권까지 함께 행사하고, 합참의장은 그동안 행사하던 군령권 이외에 제한된 군정 권 을 추가로 행사하게 되는 내용을 골자로 하는 ‘국방개혁안’을 내놓았다. 그러나 개혁안은 발표된 이후 군내외부와 정치권 내에서의 의견이 엇갈리는 등 논란이 계속되고 있는 상태로 국민의 대군신뢰를 저하 시키고 있다. 개편안의 타당성에 대한 찬반의견은 국방개혁안의 발전과 보완을 가져 올 수도 있는 생산적 측면도 있으나 정제되지 않는 상호논쟁은 결국 각 군 간의 알력으로 보여 질 수 있어 국방개혁의 난맥상만을 초래 할 수가 있다. 따라서 찬·반 양측 간 입장에 대한 간극을 좁히고, 국민들에게 군의 개혁 노력에 대한 이해와 신뢰를 보여줄 필요가 있다. 본고에서는 국방 개혁의 성공을 위해서 국민의 관점에서 개혁과제에 대한 주요 이슈와 발전방향에 대하여 고찰해 보고자 한다.
