국문 초록

본 연구는 시장 형성과 양적 성장의 초기 단계를 넘어 참여 인력, 자금, 생산, 판매, 운영 관련 노하우 부족으로 어려움을 겪고 있는 농촌관광 활성화를 위해 중간지원조직의 활용 방안을 모색하고자 한다. 이를 위해 이론적 고찰을 통해 비교적 조기에 농촌관광 중간지원조직을 운영하고 있는 홍성군과 청양군을 대상으로 조직의 연혁과 유형, 조직의 기능, 마을이 원하는 서비스 및 조직 특성 등을 비교하고, 충청북도 농촌관광 중간지원조직의 체계와 역할에 초점을 맞춰 선정하였다. 현재의 중간지원조직은 행정서비스 제공이 중앙정부에서 광역자치단체로, 광역자치단체에서 기초자치단체로 이어지는 중간지원조직으로 등장하게 되었다. 중간지원조직은 지방자치단체와 주민 상호 간 협력을 유도하는 핵심 조직이다. 협력적 민관 거버넌스 구축에 필요한 정보제공, 네트워킹, 인재육성을 촉진하는 조직이며, 공공과 민간의 중간에 서서 공공영역이 손닿지 않는 영역에서 중추적인 역할을 담당하고 있는 것이다. 주민들의 요구가 고도화됨에 따라 향후 중간지원 조직의 중요성이 증가할 것이라고 판단한다.

영문 초록

This study aims to find ways to utilize intermediate support organizations to revitalize rural tourism, which is struggling with lack of know-how related to participating manpower, funds, production, sales, and operation beyond the early stages of market formation and quantitative growth. Through theoretical consideration, the history and type of the organization, the functions of the organization, and the characteristics of the service and organization desired by the village were compared for Hongseong-gun and Cheongyang-gun, which operate intermediate support organizations for rural tourism relatively early, and selected by focusing on the system and role of the intermediate support organization for rural tourism in Chungcheongbuk-do. The current intermediate support organization has emerged as an intermediate support organization from the central government to the metropolitan government, and from the metropolitan government to the basic local government. The intermediate support organization is a key organization that induces cooperation between local governments and residents. It is an organization that promotes information provision, networking, and human resource development necessary for the establishment of cooperative public-private governance, and plays a pivotal role in areas beyond the public domain's reach. It is judged that the importance of intermediate support organizations will increase in the future as the needs of residents are advanced.
