국문 초록

관광의 경제적 유출은 관광 활동을 통해 발생한 수익이 지역경제에 순환되지 못하고 외부로 빠져나가는 구조적 현상을 의미한다. 이러한 유출 구조는 특히 개발도상국 및 관광 의존도가 높은 관광목적지에서 지속가능한 관광 발전을 저해하는 핵심 요인으로 지적되고 있다. 이 연구는 Web of Science 기반 SSCI 논문 117편에 대한 체계적 문헌탐색과 서지분석, 그리고 인도네시아 발리와 부탄 사례 비교를 통해 관광 유출 구조의 특성과 정책적 대응 전략을 고찰하였다. 분석 결과, 관광의 경제적 유출 담론은 관광 성장 중심에서 점차 지역 연계, 지속가능성, 공동체 참여 중심으로 전환되고 있으며, 사례 분석을 통해 수익 유출과 수입 유출의 이질적 구조가 자본 소유, 공급망 역량, 사회문화적 맥락에 따라 유형화됨을 확인하였다. 이에 이 연구는 관광 식자재 지역 공급망 관리, 관광산업 소유구조 다변화, 관광위성계정(TSA) 활용, 지역 인재 육성, 문화적 맥락을 반영한 정책 설계 등 다층적인 대응 전략을 제안하고 있다. 본 연구는 영어권 문헌과 특정 지역 사례에 한정되었다는 한계를 가지며, 향후 다양한 지역에 대한 확장적 연구가 요구된다.

영문 초록

Tourism economic leakage refers to the structural outflow of revenue generated from tourism that fails to benefit local economies. This issue poses a major challenge to sustainable development, particularly in developing countries and tourism-dependent regions. To examine the characteristics of tourism economic leakage and seek policy strategies, this study conducts a systematic literature review and bibliometric analysis of 117 SSCI journal articles, complemented by a comparative case analysis of Bali, Indonesia and Bhutan. The results highlight a shift in research focus from growth-oriented models to sustainability, local linkages, and community engagement. Both revenue and import leakages are shaped by ownership structures, supply chain capacities, and sociocultural contexts. Based on these findings, the study proposes multi-level strategies to mitigate tourism economic leakage and enhance policy design tailored to local conditions. Limitations of this study include the limited focus on English-language sources and a narrow set of case studies, which highlight the need for broader future research.
