국문 초록

This study aims to identify the key challenges hindering the sustainable development of the marine leisure and tourism industry following the enactment of the *Marine Leisure and Tourism Promotion Act* in 2025, and to propose systematic policy measures to address them. In particular, the study examines the institutional limitations prior to the legislation and conducts a comparative analysis of international legal cases to explore a Korean-style governance system and an integrated management model encompassing safety, environmental protection, and industrial promotion. The study identified six major policy challenges: establishing a safety management system, conserving the environment and ecosystems, expanding infrastructure, fostering professional human resources, ensuring regional equity and cooperation, and advancing digital transformation and smart tourism. For each of these, short-, mid-, and long-term implementation roadmaps and policy priorities were proposed. The research also details complementary legislative measures (e.g., definitions, scope of application, insurance, education, and certification clauses), financial and incentive mechanisms (performance-based subsidies, green bonds), certification systems (for facilities, equipment, and personnel), educational and training programs (basic, advanced, and specialized tracks), ESG-based environmental management, regionally specialized tourism product development, and the establishment of a three-tier governance and performance evaluation system.
