국문 초록

2006년부터 시행된 저출산․고령사회 기본계획에 따른 저출산 정책은 기대했던 성과를 달성하지 못하고 실패를 거듭하고 있는 실정이므로, 그동안의 저출산 대책에 대한 검토 및 평가가 필요한 상황이다. 이에 본 연구에서는 시스템 다이내믹스를 활용하여 정부의 저출산 대책의 정책효과를 분석하고 저출산 대응 예산의 투입 규모에 따른 장래 인구와 출생아수의 변화를 예측하였다. 분석결과에 의하면 아동양육가구 지원, 산모·신생아 지원, 영유아 지원 예산 중에서 영유아 지원 예산이 출생아수의 변화를 가장 잘 설명해주고, 출생아수 변동에 가장 큰 기여를 하는 것으로 나타났다. 또한 저출산 관련 예산이 증가할수록 현행 유지보다 출생아수와 총 인구수가 증가한다. 그러나 저출산 대응 예산을 매년 30%씩 확대하더라도 장기적으로 출생아수 감소나 총인구 감소 추세는 변화하지 않고 인구 감소폭을 완화시키는 효과에 그치는 것으로 나타났다. 본 연구는 저출산 대책의 정책효과를 분석하고 정책적 시사점을 도출하였다는 데 연구의 의의가 있다.

영문 초록

Since the declining birthrate policy under the Basic Plan for a Low Birthrate and Aging Society, which has been implemented since 2006, has failed to achieve the expected results. It is necessary to review and evaluate the measures. Therefore, this study analyzes the policy effect of the government's measures against the declining birthrate using system dynamics and predicts the changes in the future population and the number of births according to the size of the budget input to respond to the declining birthrate. According to the results of the analysis, among the budgets for supporting households with children, support for mothers and newborns, and support for infants and toddlers, the budget for supporting infants and toddlers best explains the change in the number of births. It was found to be the largest contributor to fluctuations in the number of live births. In addition, as the budget for the declining birthrate increases, the number of births and the total number of people will increase compared to the current maintenance. However, even if the budget for responding to the declining birthrate is increased by 30% every year, it will not change the trend of decreasing the number of births or the total population in the long run, but will only have the effect of mitigating the population decline. The significance of this study is that it analyzes the policy effect of measures against the declining birthrate and derives policy implications.
