국문 초록

인공지능(AI) 등 다양한 정보통신기술은 우리의 삶을 변화시킬 잠재력을 가지고 있으며, 보건의료 분야에서도 많은 변화를 일으킬 것으로 기대된다. 중국은 대도시와 중소도시 및 지방 간의 의료 격차 문제로 심각한 의료 불균형이 존재하며 이는 단순히 인구 분산이나 지방의 의료 인프라 확대만으로는 문제를 해결할 수 없다. 정부 주도나 의료기관 중심의 문제 해결 방식은 한계가 있을 수밖에 없으며, 이제는 환자이자 소비자인 국민을 중심으로 한 해결 노력이 필요하다. 따라서 획기적으로 인공지능을 기반으로 한 의료시스템의 효율적 정비를 위한 거버넌스의 개편이 필요하다. 현재 중국의 의료 분야에서 인공지능(AI)의 통합이 빠르게 진행되고 있음에도 불구하고, 이러한 기술이 장기적으로 의료 형평성에 미치는 정치적, 제도적 및 경제적 영향을 깊이 이해하는 데에는 여전히 큰 연구 공백이 존재한다. 대부분의 연구는 기술적 및 임상적 결과에 초점을 맞추고 있어, AI가 시간의 흐름에 따라 의료 형평성에 미치는 영향을 간과하고 있다. 따라서 본 연구는 AI 기반의료 솔루션이 모든 인구 집단에 편향 없이 접근할 수 있도록 보장하는 포괄적인 프레임워크를 개발하고 검증하는 데 중점을 두고자 한다. 이를 통해 AI 기술이 의료 접근성 격차를 줄이고, 형평성을 증진하는 데 기여할 수 있는 방법을 모색하려 한다. 이러한 연구는 AI의 장기적인 윤리적·사회적 영향을 심도 있게 탐구함으로써, 지속 가능한 의료 시스템을 구축할 수 있도록 돕고, 궁극적으로는 중국뿐만 아니라 다른 아시아 국가에서도 적용 가능한 인간 중심의 거버넌스를 구축하는 것을 목표로 한다.

영문 초록

Various information and communication technologies, including artificial intelligence (AI), have the potential to change our lives, and are expected to bring about many changes in the healthcare sector. China has serious medical imbalances due to the medical gap between large cities, medium-sized cities, and rural areas, and these problems cannot be solved simply by dispersing the population or expanding the medical infrastructure in rural areas. Government-led or medical institution-centered problem- solving methods are bound to have limitations, and now we need to make efforts to solve problems centered on consumers who are both patients and citizens. Therefore, a groundbreaking reform of governance is necessary for the efficient establishment of an AI-based healthcare system. Despite the rapid integration of artificial intelligence (AI) into China’s healthcare, there is still a large research gap in deeply understanding the political, institutional, and economic implications of these technologies for health equity in the long term. Most studies focus on technical and clinical outcomes, overlooking the impact of AI on health equity over time. Therefore, this study aims to develop and validate a comprehensive framework to ensure that AI-based healthcare solutions are accessible to all populations without bias. In doing so, we seek to explore how AI technologies can contribute to reducing healthcare accessibility gaps and promoting equity. By deeply exploring the long-term ethical and social implications of AI, this study aims to help build sustainable healthcare systems and ultimately establish human-centered governance that can be applied not only in China but also in other Asian countries.
