부산광역시 구군자원봉사센터 운영에 관한 인식조사 연구

국문 초록

본 연구는 자원봉사센터의 운영현황과 실태, 센터 운영에 관한 자원봉사관리자의 인식조사 연구를 통해 지역 자원봉사센터 활성화 방안을 모색함을 목적으로 한다. 연구목적을 달 성하기 위하여 부산광역시 16개 구군자원봉사센터 자원봉사관리자를 연구대상으로 구조 화된 설문을 배포하여 분석하였다. 분석결과 첫째, 자원봉사센터의 역할로 “자원봉사자의 모집, 홍보, 교육, 배치를 위한 서 비스 제공기관”으로, 지역사회에 기여해야 하는 역할로 “지역 내 시민의 자원봉사 참여촉진”, 타 봉사단체와의 차이점은 “수행하는 역할(기능)”이 다르며, 추구해야 할 사회적 가치는 “지역사회 활성화와 공동체 복원”으로 나타났다. 둘째, 자원봉사센터 운영형태에 대한 긍 정적 견해는 70.1%이나 상대적으로 부정적 견해도 19.6%로 나타났으며, 사업계획 수립 은 행정의 지침과 센터 중심의 수립이 더 많은 것으로 나타났다. 셋째, 자원봉사센터의 중요 사업에 대해 봉사단 운영, 캠프, 복지서비스, 인정, 캠페인 순으로 나타났으며, 향후 필요한 자원봉사활동 분야로 재난 및 환경, 복지서비스, 청소년 영역 순으로 나타났다. 넷째, 자원봉사센터 운영에 대한 만족도 조사 결과 직원 간 의사소통 정도가 가장 높게 나타났으며, 상대적으로 처우만족도, 센터 인지도, 근무만족도는 상대적으로 낮은 것으로 나타났다. 지역자원봉사센터 인지도 제고 및 활성화 방안 모색을 위하여 지역 거점 자원봉사센터로 서의 역할을 강화시키기 위한 노력이 필요하며, 부산시 구군자원봉사센터 공동 사업추진 과 지역별 자원봉사센터간 교류 프로그램 운영을 제안하였다. 또한, 향후 전국 자원봉사 센터를 연구대상으로 확장하고, 다양한 변수 설정과 변수 간 관계를 파악하기 위한 연구 모형을 설계하고 분석하는 등의 후속연구를 제안한다.

영문 초록

The purpose of this study is to find ways to revitalize local volunteer centers by conducting a survey on the current status of volunteer centers and the awareness of volunteer managers regarding the operation of volunteer centers. In order to achieve the purpose of the study, a structured questionnaire was distributed to volunteer managers of 16 district volunteer centers in Busan Metropolitan City and analyzed. The analysis results showed that first, the role of the volunteer center was “a service provider for recruiting, promoting, educating, and deploying volunteers,” the role it should contribute to the local community was “promoting volunteer participation by local citizens,” the difference from other volunteer organizations was “the role (function) it performs,” and the social value it should pursue was “local community activation and community restoration.” Second, 70.1% had a positive view on the operation of the volunteer center, but 19.6% had a relatively negative view, and the establishment of business plans was more likely to be based on administrative guidelines and center-centered establishment. Third, the important projects of the volunteer center were in the order of volunteer group operation, camps, welfare services, recognition, and campaigns, and the areas of volunteer activities needed in the future were in the order of disaster and environment, welfare services, and youth. Fourth, the results of the survey on satisfaction with the operation of the volunteer center showed that the level of communication between employees was the highest, while relatively low levels of satisfaction with treatment, center awareness, and job satisfaction were relatively low. In order to find ways to raise awareness of local volunteer centers and activate them, efforts are needed to strengthen their role as regional base volunteer centers. We proposed joint projects between Busan City’s district and county volunteer centers and the operation of exchange programs between local volunteer centers. In addition, we propose follow-up research, such as expanding the research subject to volunteer centers nationwide and designing and analyzing a research model to identify various variable settings and relationships between variables
