职业教育产教融合执行中的阻滞与疏解——基于政策执行综合模式的分析

국문 초록

The policy system for the integration of industry and education in vocational education in China has basically taken shape, but from the perspective of implementation effectiveness, it still faces many challenges that hinder the achievement of the goal of industry education integration. After a comprehensive analysis of the revised policy implementation model, it was found that the main factors limiting the implementation of the industry education integration policy are: internal policy factors, including the legal support of the policy, the clarity and operability of the policy content; Policy executable factors, including coordination of executing agencies and support from target groups; External policy variables include support from the external environment, improvement of supervision and evaluation mechanisms, etc. To solve the problem of policy obstruction, it is possible to improve the internal factors of the integration of industry and education policy, clarify the executable factors of the policy, and resolve external variables of the policy as needed.

영문 초록

我国职业教育产教融合政策体系已基本形成，但从执行效果来看，依然面临着诸多挑战，阻碍产教融合目标的实现。经过对修正后的政策执行综合模式的全面分析发现，限制产教融合政策执行的主要因素有：政策内部因素，包括政策的法律支撑性、政策内容的明确性和可操用性；政策可执行因素，包括执行机构的协调性、目标群体的支持；政策外部变数，包括外在环境的支持、监督评估机制的完善等。为了解决政策的阻滞问题，可以根据需要采取完善产教融合政策的内部因素、明晰政策的可执行因素以及化解政策的外部变数等措施。
