충주 택견의 현황과 정책적 추진 과제 - SWOT 분석을 통한 정책 전략의 도출

국문 초록

이 연구는 전통무예 택견의 제도적 기반과 정책 환경을 충주시 사례를 중심으로 분석하고, 그 현황과 한계를 진단한 후 지속가능한 보급·전승을 위한 전략과 정책 과제를 도출하는 것을 목적으로 한다. 택견은 예술적 동작, 공동체 놀이, 예절 교육 등 다양한 요소가 융합된 한국 고유의 복합문화유산으로서, 1983년 국가무형문화재 제76호로 지정되었으며, 2011년에는 유네스코 인류무형문화유산으로 등재되어 세계적으로 그 가치를 인정받았다. 충주시는 신한승의 주요 택견 전승 활동 지역이었으며, 최초 전수관이 위치한 지역으로, 택견의 전통성과 정체성을 대표하는 중심지로서 상징적 위상을 지니고 있다. 하지만 택견이 갖는 문화적 위상과는 달리, 충주 지역 내 택견 보급과 정책 운영은 수련인구의 세대 편중, 전수 기반의 협소성, 단체 간 기능 중복과 협력 부재, 콘텐츠화 및 세계화 전략의 미비 등 여러 구조적 한계에 직면해 있다. 이에 이 연구는 충주시의 관련 조례와 정책 자료, 단체 운영 실태를 정밀 분석하고, SWOT 분석을 통해 택견 정책 환경을 구조화하였다. 이를 바탕으로 SO(강점-기회), WO(약점-기회), ST(강점-위협), WT(약점-위협)의 네 가지 전략 유형을 설정하고, 각각에 대응하는 정책 목표와 실행 전략을 도출하였다. 주요 전략 방향으로는 정체성 기반 콘텐츠 전략, 수련생 확대 및 일자리 연계, 글로벌 콘텐츠 전략, 협력 거버넌스 체계 구축 등이 제안되었으며, 이를 위한 관련 조례 개정 및 충주택견협의체(가칭) 구성 등이 필수적임을 제시하였다. 특히 충주택견협의체와 같은 민관 협력 기반의 정책 운영 기구 구성을 통해 단체 간 기능 조정과 정책 통합성을 제고하고, 시민 참여를 확대하는 제도적 기반 마련의 필요성을 강조하였다. 이 연구는 지역 문화유산의 정책화 과정에서 발생하는 제도적 비효율과 정책 집행력의 한계를 구체적으로 진단하고, 실천 가능한 전략 대안을 제시하였다는 점에서 실무적·정책적 기여를 갖는다. 또한 문화유산의 보존에서 활용, 생활화와 산업화로의 확장을 시도하는 정책 전환의 흐름 속에서, 무형유산 정책 설계의 방향성을 제시한 사례로서 학술적 의의도 지닌다. 향후에는 택견 수련자와 행정 관계자에 대한 정성적 조사, 유사 무형유산정책 사례와의 비교, 정책 실행 효과에 대한 실증 연구가 병행되어야 할 것이다.

영문 초록

This study aims to analyze the institutional foundation and policy environment of Taekkyeon, a traditional Korean martial art, with a focus on the case of Chungju City. It seeks to diagnose the current status and limitations of local Taekkyeon promotion and to propose sustainable strategies and policy tasks for its transmission and dissemination. Taekkyeon is a complex cultural heritage that integrates artistic movements, communal play, and etiquette training. It was designated as Important Intangible Cultural Heritage No. 76 by the Korean government in 1983 and inscribed on the UNESCO Representative List of the Intangible Cultural Heritage of Humanity in 2011. Chungju holds symbolic signifi cance as the birthplace of Taekkyeon, home to the house of Song Deok-gi and the fi rst transmission center. Despite its recognized cultural value, Taekkyeon in Chungju faces structural challenges such as generational imbalance among practitioners, limited institutional infrastructure, overlapping functions among organizations, and a lack of eff ective content development and globalization strategies. This study conducts an in-depth analysis of Chungju’s ordinances, policy documents, and organizational operations. Using a SWOT framework, it identifi es key internal and external factors and proposes four strategic types—SO (Strength-Opportunity), WO (Weakness-Opportunity), ST (Strength-Threat), and WT (Weakness-Threat)— to guide policy formulation. The study presents strategic directions including identity-based content development, expansion of training programs and job linkage, global content strategies, and the establishment of a collaborative governance system. It also emphasizes the necessity of revising relevant local ordinances to support these strategies. In particular, it advocates for the formation of a public-private partnership body (tentatively named the Chungju Taekkyeon Council) to improve coordination among stakeholders, promote policy integration, and expand civic participation. By diagnosing ineffi ciencies and implementation limitations in the localization of intangible cultural heritage policies, this study off ers feasible and practice- oriented strategic alternatives. Furthermore, it contributes to the academic discourse by presenting a model of policy transition—from preservation to active utilization and industrialization—within the context of intangible cultural heritage management. Future research should include qualitative studies involving Taekkyeon practitioners and policy offi cials, comparative analyses with other intangible heritage cases, and empirical assessments of policy implementation outcomes.
