국문 초록

본 연구는 충주시를 중심으로 ESG(환경, 사회, 지배구조) 경영의 현황과 과제를 분석함 으로써 지역 내 민간 기업과 공공기관의 지속가능한 발전을 위한 방향성을 모색하고자 한다. ESG는 환경 보호, 사회적 책임, 투명한 지배구조를 통해 지속가능한 경영을 실현하는 비재무적 평가 요소로 최근 국내외에서 그 중요성이 빠르게 부각되고 있다. 특히 2020년 이후 ESG 관련 정책과 사회적 관심이 급증하면서 기업과 공공기관의 경영 전략에도 변화가 나타나고 있다. 연구는 2008년부터 2025년 2월까지 ‘충주’와 ‘ESG’를 포함한 신문기사 731건 중 최종적으로 선별된 414건을 환경, 사회, 지배구조 세 부문과 통합 ESG 부문으로 구분하여 정량적·정성적 분석을 실시하였다. 분석 결과, 사회(S) 부문이 가장 높은 보도 비중(38.4%)을 차지하였고 그 다음으로 환경(E) 부문(31.2%), ESG 통합 부문(24.9%), 지배구조(G) 부문(5.6%) 순으로 나타났다. 또한 기업 관련 보도는 전체의 59.7%로 가장 높은 비중을 차지하여 민간 부문의 ESG 참여가 활발함을 보여주었다. 반면, 민·관 협력관련 보도는 2.9%에 불과하여 협업 기반 강화를 위한 노력이 요구된다. 환경 부문에서는 ‘신재생에너지/이차전지’, ‘친환경 건설·공정·제품’, ‘탄소중립/기후위기’ 등이 주요 주제로 다뤄졌으며 사회 부문에서는 ‘사회공헌·봉사·기부’ 활동이 두드러졌다. 지배구조 부문은 ‘경영/평가’관련 임원 인터뷰나 선언 중심의 보도에 편중되어 실질적인 지배구조의 활동에 대한 정보는 부족한 것으로 나타났다. 본 연구는 충주시 ESG 경영 활성화를 위해 민·관·학의 협력체계 구축, 환경 교육 및 캠페인 확대, 거버넌스 구조의 내실화 등이 필요함을 제언하며 향후 지방정부 차원의 ESG 전략 수립에 기초자료로 활용될 수 있을 것이다.

영문 초록

This study aims to analyze the current status and challenges of ESG (Environmental, Social, and Governance) management in Chungju, with the goal of identifying strategic directions for the sustainable development of local private companies and public institutions. ESG refers to non-fi nancial evaluation indicators that promote sustainable management through environmental protection, social responsibility, and transparent governance. Its importance has been rapidly gaining attention both domestically and internationally, particularly since 2020, as ESG-related policies and public interest have surged, bringing significant changes to the management strategies of businesses and public organizations. The study conducted a quantitative and qualitative analysis of 414 newspaper articles selected from a total of 731 articles published between 2008 and February 2025 that included the keywords “Chungju” and “ESG.” The articles were categorized into three ESG components—Environment (E), Social (S), and Governance (G)—as well as a comprehensive ESG category. The analysis revealed that the social sector accounted for the highest proportion of coverage (38.4%), followed by the environmental sector (31.2%), the integrated ESG category (24.9%), and the governance sector (5.6%). Furthermore, articles related to corporate activities represented 59.7% of the total, indicating active ESG engagement in the private sector. In contrast, reports on public-private collaboration accounted for only 2.9%, suggesting the need to strengthen cooperative frameworks. In the environmental category, key themes included “renewable energy/secondary batteries,” “eco-friendly construction/ processes/products,” and “carbon neutrality/climate crisis,” while in the social category, activities related to “social contribution, volunteering, and donations” were prominent. However, coverage of governance-related content was limited, mainly focusing on executive interviews or declarative ESG announcements, indicating a lack of substantive information on actual governance practices. Based on these fi ndings, the study proposes the need for building a cooperative framework among the public, private, and academic sectors, expanding environmental education and campaigns, and enhancing governance structures to revitalize ESG practices in Chungju. The results are expected to serve as foundational data for the development of ESG strategies at the local government level.
