국문 초록

2023년도 결산을 기준으로 243개 지방정부의 결산 총액은 약 560조에 이르는 것으로 나타났다. 전면 지방자치가 도입된 1995년과 비교하면 약 20배가 늘어난 규모다. 문제는, 확대된 재정 규모에 따른 부패 관리가 제대로 실효를 거두지 못하고 있다는 사실이다. 단적으로, 우리의 ‘부패지수’가 경제개발협력기구(OECD) 가입 38개국 가운데 22위에 머물고 있음이 이를 말해준다. 지방정부의 부패 발생 요인은 다양하나, 특별히 예산집행 과정에 연구 초점을 둔 이유는, 그 규모가 워낙 크기도 하고 복잡하여 일반적으로 쉽게 노출되지 않는 특성이 있기 때문이다. 바꾸어 말하면, 예산의 집행과 관련한 부패는 권한행사 과정에 있어 대상별 권력관계에 의해 발생하는 경우가 다수인 점에 착안하여 부패 문제에 접근했다는 말이다. 이를 위해 그 대상을 주로 지방자치단체장을 비롯한 공무원, 지방의회의원에 두고 실제 자치 현장에서 발생하는 사례에 집중하여 그 실상을 밝히려고 했다. 이와 동시에 예산운영 과정의 부패 방지를 위한 대응 방안으로, 지방정부 파산제 도입의 논의, 현행 주민소송제도의 개선 및 보완, 지방자치단체장에 대한 징계의 강화, 시·군·구 정당 추천제 폐지, 지방의회 결산심사 기능강화, 지방정부 기관구성 다양화를 위한 민관협의회 구성을 제시하였다.

영문 초록

As of the 2023 fiscal year, the total settlement amount of 243 local governments was found to be approximately 560 trillion won. Compared to 1995, when ‘Full Local Autonomy’ was introduced, the scale has increased approximately 20 times. The problem is that corruption management due to the expanded financial scale is not properly effective. Simply put, this is evident in the fact that our ‘corruption index’ remains at 22nd among 38 member countries of the Organization for Economic Development and Cooperation (OECD). There are various causes of corruption in local governments, but the reason why we specifically focused on the budget execution process is because it is so large and complex that it is not generally easily exposed. In other words, the problem of corruption was approached by taking into account the fact that corruption related to budget execution is often caused by power relations between objects in the process of exercising authority. To this end, the target group was mainly public officials, including heads of local governments, and local council members, and an attempt was made to reveal the reality by focusing on cases that occurred in actual self-governance sites. At the same time, as a response to prevent corruption in the budget management process, discussions on the introduction of local government bankruptcy system, improvement and supplementation of the current resident litigation system, strengthening of disciplinary action against heads of local governments, abolition of the Ci/Gun/Gu political party recommendation system, strengthening of the local council's settlement review function, and formation of a public-private council to diversify the composition of local government agencies were suggested.
