명대(明代) 차정(茶政) 제도에 대한 소고(小考)

국문 초록

차문화가 정착되고 발전하면서, 차로 인해 발생하는 경제적 이익도 커졌다. 국가는 이러한 이익을 독점적으로 통제하여 재정을 충당하려고 한다. 차에 대한 국가적 통제를 차정이라 한다. 차에 대한 국가적 통제는 차의 생산, 유통, 판매에 있어 사적 활동을 국가가 통제하고, 국가가 독점적으로 이윤을 취하고자 하는 것이다. 중국은 이미 당대부터 차정을 통해 차를 일반 재정의 확충이라는 대내적 목적과 변방의 군비 강화라는 군사적 목적에 활용하기 시작했다. 차정은 공차, 차세, 각차와 같은 거래 통제 그리고 차마정책으로 구성된다. 명대의 차문화는 이전의 단병차 시대와 달리 초청산차와 포차법이 중심이 되었다. 명대는 공차 지역이 확대되었고 다양한 명차가 생산되었다. 차세는 동남 지역의 현금세와 섬서, 사천 지역의 현물세가 있었다. 전매제도는 차인을 기초로 간접 전매 방식을 채택했다. 차마정책은 차마사를 통한 차마호시의 운영과 금패신부를 활용한 감합무역방식의 운영 두가지로 운영되었다.

영문 초록

As tea culture took root and developed, the economic benefits generated by tea also grew. The state sought to monopolize and control these profits to finance its treasury. National regulation of tea is called tea policies. The state's control over tea involved regulating its production, distribution, and sale, aiming to monopolize the profits. Since the Tang dynasty, China has used tea policies not only for expanding general state revenue but for strengthening military funding along its borders. Tea policies consisted of the regulation of tribute tea, tea taxes, and control of the trade through state-monopolized tea transactions as well as the tea-horse policy. During the Ming dynasty, tea culture shifted from the previous lumped tea era to a focus on stir-fried leaf tea and the method for brewing tea. The regions that produced tribute tea expanded, and various renowned teas were developed. Tea taxation was divided into a cash system in the southeastern regions and an in-kind system in Shaanxi and Sichuan. The state’s monopoly of the tea trade adopted an indirect system based on tea trade certification. The tea-horse policy was implemented through two main methods: operating tea-horse markets under tea-horse department oversight, and conducting regulated trade using golden plate proof.
