국문 초록

본 연구는 부산광역시 기초자치단체의 고독사 예방 조례를 분석함으로써 개정 방향에 대한 함의를 도출하고자 하였다. 이를 위해 길버트와 스펙트의 정책분석 틀을 활용하여 18건의 조례를 대상으로 할당, 급여, 전달, 재정의 네 가지 요소로 분석하였다. 연구결과, 할당 측면에서 대상자 선정의 포괄적인 접근이 필요하며, 급여 측면에서는 고독사예방조례의 목적과 고독사 정의의 확장, 고독사 예방을 위한 조기개입을 통한 환경조성이 필요한 것으로 제언하 였다. 전달 측면에서는 사후 시책에 대한 단체장의 책무 공고화가 요구되고 구민의 책무, 전문인력체계 조항을 규정해야 할 것이며, 재정 측면에서 재원 확보와 예산에 대해 명시하고 강제 규정으로 권리 보장을 공고히 해야 할 것 을 제시하였다. 이러한 변화와 함께 고독사 위험으로부터 사회적 고립계층을 적극적으로 보호하기 위한 지방자치단체의 책무를 다해야 할 것이다.

영문 초록

This study aims to derive implications for the revision directions of ordinances by analyzing the ordinances on solitary death prevention enacted by local governments in Busan Metropolitan City. Using Gilbert and Specht’s policy analysis framework, 18 ordinances were examined based on four elements: allocation, benefits, delivery, and finance. The findings suggest that, regarding allocation, a more inclusive approach to selecting beneficiaries is necessary. In terms of benefits, it is essential to expand the definition of solitary death and the ordinance’s purpose, clarify early intervention, and foster an environment for early intervention. For delivery, the responsibility of local government heads for post-mortem policies should be reinforced, and the roles of local residents and the professional workforce should be defined. In terms of financing, funding sources and budget specifications need to be clearly stated, with mandatory provisions to ensure the right to support. Along with these changes, local governments must fulfill their responsibility to actively protect socially isolated populations from the risk of solitary death.
