국문 초록

본 연구의 목적은 노인장기요양보험제도에서 가족돌봄의 일부를 돌봄노 동 시장에 편입시키는 제도인 가족요양보호사에 초점을 맞추어 가족돌봄노 동에 대한 금전적 보상 제도가 초래한 변화를 가족요양보호사 입장에서 탐 구하는 것이다. 이를 위해 먼저, 한국에서는 돌봄의 시장화 조류 속에서 가 족돌봄과 돌봄노동 시장을 연결하는 정책수단으로 가족요양보호사가 도입 됨으로써 ‘가족주의를 내부화한 돌봄노동 시장’이 창출되었음을 논의하였다. 그리고 가족요양보호사 9명에 대한 추적조사를 통해 수집한 심층인터뷰 자 료를 바탕으로 가족요양보호사 제도가 ‘가족주의를 내부화한 돌봄노동 시 장’에서 살아가는 사람들에게 어떠한 의미가 있는지 동태적으로 분석하였다. 그 결과 가족요양보호사 제도는 ‘가족돌봄과의 병행’, ‘기존 직업과의 양립’, ‘커리어패스의 기회’라는 세 가지 의미가 있음을 발견하였다. 특히 ‘커리어 패스의 기회’는 애초에 ‘가족돌봄과의 병행’, ‘기존 직업과의 양립’을 위해 가족요양을 선택했던 사례들에서 시간적 경과와 함께 일어난 변화였다.

영문 초록

The purpose of this study is to explore the changes brought about by the monetary compensation system for family care work from the perspective of family care workers, focusing on the family care worker system that incorporates certain forms of family care into the care labor market within the long-term care insurance system. To this end, it was first discussed that, in Korea, the care labor market internalizing familism has been created through the introduction of family care workers as a policy measure linking family care and the care labor market amid the growing trend of care marketization. Additionally, based on in-depth interview data collected through a follow-up survey of nine family care workers, the study dynamically analyzes what the family care worker system means for those living in a “care labor market that has internalized familism.” The findings reveal that the family care worker system holds three key meanings: “integration with family care,” “compatibility with existing jobs,” and “opportunity for career paths.” In particular, “opportunity for career paths” emerged as a change over time in cases where the family care system was initially chosen for the purposes of “integration with family care” and “compatibility with existing jobs.”
