국문 초록

이 연구는 공공자산의 증권형 토큰 발행(Security Token Offerings, STOs)을 지역경제 활성회를 위한 전략적 수단으로 활용할 수 있는 가능성을 탐색하는 데 목적이 있다. 이를 위해 공공가치이론(Public Value Theory)을 이론적 기반으로 설정하고, 해외 사례 분석, 제도적 환경 검토, 공공가치평가 기준에 따른 분석틀을 종합적으로 구성하였다. 분석 방법은 공공가치의 네 가지 핵심 요소인 공공목적의 유지, 정당성과 시민 참여, 사회 및 지역가치 창출 제도적 신뢰와 지속가능성을 중심으로 설계하였다. 사례분석은 싱기포르(ADDX), 일본(부동산 STO), 미국(RealT 및 INX) 등 주요국의 선진 STO 프로젝트를 대상으로 수행되었으며, 각국의 제도적 기반, 운영 구조, 시민 참여 수준, 공공성 확보 방식 등을 비교·분석하였다. 연구 결과, 한국에서 STO를 공공자산에 효과적으로 적용하기 위해서는 공익성과 수익성 간의 균형 있는 설계, 시민 참여 기반의 거버넌스 체계 구축, 지역 유휴자산의 전략적 활용과 사회적 가치 창출, 법·제도적 기반 정비를 통한 제도적 신회 확보가 필수적임을 확인하였다. 이에 따라 본 연구는 STO를 단순한 금융 혁신 수단올 넘어, 포용적이고 지속가능한 지역 거버넌스 도구로 발전시키기 위한 구체적인 정책 설계 방향과 제도적 적용 방안을 제시하였다.

영문 초록

This study explores the potential of utilizing Security Token Offerings (STOs) as a strategic tool for regional economic revitalization through the tokenization of public assets. Public Value Theory serves as the theoretical foundation, supported by an analytical framework incorporating international case studies, institutional reviews, and public value evaluation criteria. The framework is built around four dimensions: preservation of public purpose, legitimacy and citizen participation, creation of social and regional value, and institutional trust. Case studies from Singapore (ADDX), Japan (real estate STOs), and the United States (RealT and INX) offer comparative insights into regulatory structures, governance models, civic engagement, and public value strategies. Findings highlight the need for Korea to design STOs that balance public interest and profitability, promote citizen engagement, and ensure legal and institutional support. As a result, this study argues that STOs can move beyond financial innovation to function as a public governance tool—supporting more inclusive, transparent, and sustainable models of regional development through the strategic mobilization of public assets.
