국문 초록

본 연구는 2017년 한국에서 시행된 근로자 측 입증책임 완화 정책과 이로 인 한 업무상 질병 승인율 상승이, 산재 근로자의 소득 회복에 미친 영향을 평가한 다. 이를 위해 산재보험패널데이터 2차 코호트(2018~2022)를 바탕으로 삼중차분 (DDD) 방법을 설정한 다음 패널 GEE 모형을 적용함으로써, 정책 효과의 모집단 수준 평균 효과(Population-Averaged Effect)를 추정하였다. 주요 종속변수는 산재 노동자의 연간 근로소득, 원직장 복귀자의 월평균 임금, 재취업자의 월평균 임금 이며 분석 결과, 정책 변화 이후 연간 근로소득과 원직장 복귀자의 임금 회복이 유의미하게 증가한 반면, 재취업자의 월평균 임금에는 유의한 영향이 없었다. 또 한, 장해급여 지급이 근로소득 회복과 연관될 가능성을 제기한다. 본 연구는 산재 보험 제도의 정책적 효과를 실증적으로 검증하며, 재취업 산재근로자에 대한 지 원의 필요성을 시사한다.

영문 초록

This study evaluates the impact of the 2017 policy reform in South Korea, which eased the burden of proof for workers and increased the approval rate of occupational diseases, on the income recovery of injured workers. Using the second cohort of the Panel Study of Worker’s Compensation Insurance (2018-2022), we employ a triple difference (DDD) approach and apply a panel Generalized Estimating Equation (GEE) model to estimate the population-averaged effect of the policy. The key dependent variables include annual earned income of injured workers, monthly average wages of return-to-work employees, and monthly average wages of reemployed workers. The results indicate that the policy change significantly increased annual earned income and facilitated wage recovery for return-to-work employees, whereas no significant effect was observed for reemployed workers. Furthermore, the findings suggest that disability benefits may be associated with income recovery. This study provides empirical evidence on the policy effectiveness of the workers’ compensation system and highlights the need for enhanced support measures for re-employed injured workers.
