국문 초록

한국 한센병[나병]에 관한 기억/기록은 그 주체와 유형에 따라 ‘사회복귀’를 바라보는 관점에 있어서 차이를 보인다. 따라서 누가 어떤 입장에서 한센병 환자의 사회복귀를 말하는 지를 섬세하게 살펴볼 필요가 있다. 이 글은 선행 연구에서 충분하게 주목하지 않은 한센병 계몽 잡지 『새빛』(The Vision, 1964-1979) 수록 자료들을 중심으로 의료관계자들이 제기한 사회복귀의 쟁점을 되짚어보는 작업이다. 1960-70년대 근대화, 산업화 시대에 들어서면서 치유 환자의 사회복귀는 인간이라는 생명체, 조직사회, 보건과 건강관리, 노동력과 생산 등과 함께 논쟁적인 화두 중의 하나로 떠올랐다. 1970년대 이후, 한센병 의료 및 관리정책은 세계보건기구(WHO)와 국제 노동기구(ILO)에서 표방한 가치와 사회의학, 기초학문 분야의 성과를 종합하는 가운데 새로운 방향을 모색하기 시작하였다. 이 시기, 치유 환자의 사회복귀 재활사업은 노동력을 생산하는 연장으로서의 신체 감각과 기능을 회복하는 한편 기술 연마를 통해 경제적 성장에 이바지할 수 있는 인적자원 개발 및 양성을 궁극적인 목표로 설정하였다. 그것은 기계문명과 근로자, 노동과 생산, 건강과 보건복지, 산업의학, 그리고 기초학문 등을 포함해 여러 분야의 성과를 사회복귀 문제를 해결하기 위한 방법적 토대로 수용한 결과였다. 계몽운동기 치유 환자의 신체 불구와 손상의 정도를 분류한 것은 사회복귀에 요구되는 노동력을 측정하기 위한 사전 작업의 일환이었다. 거기에는 노동과 생산을 중시한 경제적 근대화의 과정에 치유된 환자도 포함되어야 한다는 생각이 담겨 있다. ‘치유된 환자’의 기준을 어떻게 설정할 것인가라는 물음은 또 하나의 쟁점이었다.

영문 초록

The memories/records of Hansen’s Disease (Leprosy) in Korea show differences in perspectives on “social rehabilitation” depending on the subject and type. Therefore, it is necessary to carefully examine who is addressing the social rehabilitation of Hansen’s Disease patients and from what position they speak. This paper reviews the topics related to social rehabilitation raised by medical professionals, focusing on the materials included in the leprosy enlightenment magazine The Vision (1964-1979), which has received little scholarly attention in previous studies. Entering the era of modernization and industrialization in the 1960s and 1970s, the social rehabilitation of cured patients emerged as one of the controversial matters alongside the human organism, organizational society, health and welfare management, labor force, and production. Since the 1970s, leprosy medical and management policies sought a new direction by synthesizing the values advocated by the World Health Organization (WHO) and the International Labor Organization (ILO), along with achievements in social medicine and basic science. The rehabilitation project, which presupposed the social integration of leprosy patients, set its ultimate goal as the development of human resources who could contribute to economic growth by restoring physical function as an extension of labor force production while also honing skills. It resulted from accepting achievements in various fields, including machine civilization and workers, industrial medicine, and basic science as a methodological basis for solving the problem of social integration. Classifying the degree of physical disability and damage of cured patients during the enlightenment movement was part of the preliminary work to assess the labor force required for social rehabilitation. It contained the idea that cured patients should participate in economic modernization, which emphasized labor and production. Another significant issue was to set the criteria for a “cured patient.”
