국문 초록

이 글의 목적은 일본 정부의 과거사에 대한 사죄와 반성 표명은 한일 양국이 함께 만들어 낸 평화자산이라는 관점에서 일본 정부의 식민지 지배에 대한 사죄와 반성 표명의 역사적 경위를 분석하고, 이를 통해 한일 역사문제 해결을 위한 시사점을 도출하는 것이다. 한일 역사문제는 강제동원 피해자 손해배상 소송, 일본군 ‘위안부’ 문제, 일본 교과서 역사 왜곡 등 다양한 형태로 표출되는데, 본질은 일본의 한국 강제병합과 식민지 지배의 불법성과 그로 인한 피해 보상 문제에 대한 양국의 인식 차이라고 할 수 있다. 이 글에서는 한일 역사문제의 기본 구조를 분석하여 양국 간 견해 차이가 구조적이고 근본적임을 밝히고, 일본 정부가 사죄와 반성을 표명한 주요 사례인 1965년 한일 국교 정상화, 1995년 무라야마 담화, 1998년 한일 공동선언, 2010년 간 담화를 중심으로 사죄 표명의 특징과 변화를 검토했다. 일본 정부는 공식적으로 식민지 지배의 부당성을 인정하고 반성의 뜻을 밝혀왔으나, 강제병합의 불법성과 개별 피해 보상 문제에 있어서는 원론적인 태도를 유지해 왔다. 이러한 태도가 한국 사회에서 일본에 대한 불신으로 이어졌다. 한일 역사문제 해결을 위해서는 공동선언 등 단기적인 외교적 합의만으로는 충분하지 않으며, 역사 공동 연구 등 지속적인 대화와 교류를 확대해야 한다. 특히, 일본 정부가 공식적으로 인정한 역사적 사실을 기반으로 한일 양국이 공통의 역사 인식을 구축하고 미래지향적 관계를 발전시킬 수 있도록 하는 정책적 노력이 요구된다.

영문 초록

This study aims to analyze the historical context of the Japanese government's apologies and expressions of remorse regarding its colonial rule from the perspective that these statements represent a peace asset jointly shaped by Korea and Japan, and to derive implications for resolving historical issues between the two countries. Historical issues between Korea and Japan manifest in various forms, including compensation lawsuits by forced labor victims, the Japanese military “comfort women” issue, and distortions in Japanese history textbooks. At the core of these disputes are the fundamental differences in perception between the two countries regarding the illegality of Japan's forced annexation of Korea, colonial rule, and the resulting compensation issues. This paper analyzes the underlying structure of these historical issues, demonstrating that these differences are both structural and fundamental, and examines the characteristics and evolution of Japan's apologies, focusing on key cases: the 1965 normalization of diplomatic relations, the 1995 Murayama Statement, the 1998 Korea-Japan Joint Declaration, and the 2010 Kan Statement. While the Japanese government has officially acknowledged the injustice of its colonial rule, it has maintained a principled stance on the illegality of forced annexation and individual compensation issues, leading to distrust within Korean society. For resolution, continuous dialogue and exchanges beyond short-term diplomatic agreements are necessary, and policy efforts are required to foster a shared historical understanding based on officially recognized historical facts.
