국문 초록

본 연구는 서울시 재건축 아파트 단지를 대상으로 단지 특성, 시장 환경, 정책 변수가 재건축 단계별 추진 과정 에 미치는 영향을 패널 순서형 로짓 모델과 패널 다항 로짓 모델을 통해 실증적으로 분석하였다. 분석 결과, 아파 트 매매 거래량과 CD 금리는 대부분의 재건축 단계에서 음(-)의 영향을 미쳤으며, 특히 거래량 증가는 추가적인 미래 가격 상승에 대한 기대형성을 통하여 조합원 사이에 이해관계 충돌 및 추진 지연을 야기하는 요인으로 작용하 였다. CD 금리 상승은 재건축 자금 조달 비용을 증가시켜 재건축 단계의 진행을 저해하였다. 재건축 초과이익환수 제 중단 또한 정책 불확실성과 조합 내 합의 지연으로 인해 재건축 단계 상위 이동을 방해하는 부정적 효과를 가져 왔다. 이는 제도 중단이 재건축 추진을 촉진하기보다 시장의 혼란을 증폭시켰음을 시사한다. 본 연구는 재건축 단 계별로 작용하는 정책적, 경제적 변수들의 상대적 중요성을 평가하고, 이를 통해 재건축 사업의 효율적 추진과 정 책 설계에 실질적인 시사점을 제공한다.

영문 초록

This study empirically analyzes the effects of apartment complex characteristics, market environment, and policy variables on the reconstruction process in different stages of reconstruction using a panel-ordered logit model and a panel multinomial logit model for apartment complexes in reconstruction stages in Seoul. The results show that apartment sales transaction volume and CD rates have a negative impact on most stages of reconstruction and that the increase in transaction volume is a factor that creates conflicts of interest and delays among unit owners through the formation of expectations of further future price increases. The rise in CD rates increased the cost of financing the reconstruction, which hindered the progress of the reconstruction phase. The suspension of the excess rebuilding gains tax also had a negative effect on the movement up the reconstruction ladder due to policy uncertainty and delays in reconstruction partnership consensus. This result suggests that the suspension of the program amplified market disruptions rather than facilitating the rebuilding drive. This study assesses the relative importance of policy and economic variables at different stages of reconstruction, which has practical implications for the efficient implementation of reconstruction projects and policy design.
